Tēnei tūranga – About the role:

The Strategic Advisor – Financial Capability reports to the National Manager Petroleum & Minerals at the Ministry of Business, Innovation & Employment (MBIE).  This is a unique opportunity that will make a tangible difference to NZ’s Petroleum sector.

With recent changes to the Crown Minerals Act, the government regulator (NZ Petroleum & Minerals) is tasked with evaluating the financial capability of sector participants to meet the costs of future (often in the long term) decommissioning costs of petroleum infrastructure.

The Strategic Advisor – Financial Capability will:

  • design, establish and implement a system to assess the financial capability of NZ and international companies (including joint ventures) to meet the cost of decommissioning petroleum infrastructure, often in 10+ years;
  • work closely with the Strategic Advisor – Financial Securities to determine appropriate financial securities to mitigate potential risks;
  • work collaboratively to ensure that all aspects of the Crown Minerals Act are properly integrated to manage risk for the Crown; and
  • engage with Petroleum sector participants in relation to financial capability assessments and ongoing financial monitoring.


Ngā pukenga me ngā wheako e hiahiatia ana – Skills and experience required

  • Proven high-level ability to assess financial information, project economics, commercial agreements and risk.
  • Excellent understanding of joint ventures and other corporate structures relating to both NZ and international businesses.
  • Extensive experience working in the petroleum industry (ideal) or equivalent relevant work experience, such as working for a bank or regulator.
  • The right mindset to be proactive, ‘get things done’ and be driven to achieve appropriate outputs.
  • Has a collaborative style of working.
  • Fantastic analytical skills, a great risk radar and sound judgement.
  • A tertiary qualification in Accounting/Finance or other relevant qualification.
  • The legal right to live and work in NZ.

This role has a salary range of $132,417 to $160,472 p.a. which is negotiable based on skills and experience.  This role also is flexible as to location and ways of working.
