About the team

This role sits within the Finance Team (Financial Planning & Analysis), which is currently part of the Corporate Service Division of Sydney Metro which supports the whole organisation, including Operational and Project teams with best-in-class IT, Technology, People and Culture services, Financial Management, and Communications functions. We partner closely with the business and senior stakeholders to drive financial performance, be effective finance business partners and manage annual budgets in the billions of dollars.

The opportunity

We currently have an exciting new opportunity for a Senior Manager, Operations Finance to join the Finance team (Financial Planning & Analysis) here at Sydney Metro. The primary purpose of the role is to lead and manage all related financial, budgetary, analyses and accounting processes, reporting and financial control for Northwest and future augmented City and Southwest Operations, which are operated under a PPP (Public Private Partnership) structure.

The role provides subject matter expert level advice and work concerning the financial legislative including statutory and accounting standards impacts on the Operations, Trains and Systems PPP contract (OTS Project Deed) and the future augmented OTS2 Project Deed and will work across multiple disciplines to solve tactical and strategic problems, while promoting efficiency and adding value within a government environment. Reporting to the Director Financial Planning & Analysis, this role will manage two direct reports.

What you will be involved in:

Lead and be accountable for all accounting, financial and management accounting activities related to Operations including financial modelling, derivatives, budget management and analysis, forecasting and reporting, business case development and financial impact statements, financial health checks for all panel selections and long-term project partnerships

Maintain financial models for the full length of the PPP contract, including income and expenditure and cash flows to support PPP liabilities within balance sheets and to satisfy all accounting standards, Audit Office, TfNSW and NSW Treasury requirements

Review and certify the PPP invoice to ensure it meets the financial aspects of the contract and ensure it matches the PPP financial models

Lead the timely and accurate completion of all month end and year-end financial and accounting processes for Operations

Undertake data analysis and interrogation to provide management with useful insights, informed conclusions and support decision making in line with the overall vision of the business

Manage the completion of timely financial reports to a diverse range of stakeholders including board level reporting, which accurately communicates complex information and clearly reflects the financial performance and position of Operations, whilst meeting the needs of various internal and external stakeholders

To be successful in this role you will have;

Exceptional communication, collaboration and stakeholder management skills and have the ability to operate within a large matrix environment.

Tertiary education in accounting, finance or business or relevant discipline or equivalent industry experience

Demonstrated experience in rail/metro service specification and/or operations planning

Knowledge of financial assets accounting treatment such as interest rates and hedging would be highly regarded.

Awareness of PPP arrangements, working through a business partner area.

Experience with business case development and financial support and understanding funding arrangements.

Experience managing a small team.
