The purpose of the Principal Advisor, Logistical Operations is to help support the technical needs of the workstream, working with a team of experts to deliver the workstream aims. The Logistical Operations workstream objective is to provide support to the countries participating in the Polynesian Health Corridors programme with end-to-end procurement, delivery, advice and support for vaccine deployment to Polynesia.

The workstream sits within the Polynesian Health Corridors programme, which aims to improve health outcomes in participating Polynesian countries (Cook Islands, Niue, Tokelau, Samoa, Tonga and Tuvalu) by strengthening the existing linkages between the New Zealand and counterpart health systems.

Polynesian Health Corridors (PHC) is a five year programme of work that aims to comprehensively strengthen and supplement linkages between Polynesian and New Zealand health systems (especially Pasifika health professionals and providers). The programme will contribute to stronger health systems in Polynesia, leading to better health outcomes for people and communities in Samoa, Tonga, Cook Islands, Niue, Tokelau and Tuvalu.

The aim is to provide Polynesian countries with advice and support from the New Zealand health system on stock management, technology, and procurement of a more reliable supply of safe and affordable medicines. You will work with multiple agencies and countries, alongside the other PHC teams, to ensure that plans to support Polynesia are comprehensive, based on local needs and priorities and are well planned and effectively managed.

This role will:

Provide technical advice on public health matters within the Logistical Operations workstream and across the wider programme

Support the Polynesian countries in the end-to-end process of procuring, donating and delivering vaccines and healthcare to the Polynesian region

Attend meetings with our Polynesian partner countries on matters pertaining to vaccination against COVID-19 and other outbreaks, while providing the Polynesian Health Corridors programme and wider Global Health team with technical advice

Provide advice and support to the Workstream Lead, Logistical Operations to enable them to provide senior leadership for the programme (including the relationship with Polynesian countries and counterparts at the Ministry of Foreign Affairs and Trade)

Provide leadership for projects and areas, which includes taking strategic and tactical approaches to achieve results through high quality advice

Build collaborative and positive relationships across the Polynesian Health Corridors programme, including Ministry of Foreign Affairs and Trade stakeholders, the wider health sector and government

Produce work of the highest standard, displaying your technical expertise, and delivered in a timely manner

Ensure the Workstream Lead, Logistical Operations is kept abreast of and informed of any emerging risks and pressures

Ensure all work reflects our responsibilities to the priority of equity and meeting Treaty of Waitangi obligations

Role model and lead the implementation of the Ministry's desired culture and values within the group

Strong written skills and an ability to take complex information and synthesise into key message for relevant audiences

Highly analytical mindset and ability to interpret and understand information

Previous successful experience in collaborating and brokering with other stakeholders to achieve desired outcomes

Previous successful experience in working at a senior level on matters relating to operational delivery in population health or public health is desirable but not essential

Tertiary qualification in Public Health, Population Health or a relevant field and being able to utilise public health expertise to inform development of programme outputs

Previous successful experience of providing technical leadership within projects or programmes is desirable

Advanced knowledge of the machinery of Government, risk management, managing at the political interface

Sound judgement and awareness of the context within which the Ministry and the health system operate.

Ability to turn strategy into action, to work as part of a senior self-managing team, and to guide and support others to implement successfully

Understanding and recognition of Pacific Islands peoples in Polynesian countries' health issues and the connections to Pacific communities in New Zealand
