Job Description Summary

The Group Chief Security Office has a rare opportunity for an outstanding person to join as the Head of Joint Security Operations Centre (JSOC).

The successful person will be responsible for the overall Cyber & Physical operations of our organisation as well as having accountability for Physical Security (Portfolio ownership, Security advisers).

This is an important role covering strategic oversight and all elements of Cyber and Physical Security in the Group.

As well as day-to-day operations, responsibility for strategic vision, scoping of requirements, system design, production implementation, incident response, budgetary control and alignment to any necessary protocols, regulations or legal requirements will also form part of the role.

You must have a number of years of relevant experience obtained within a variety of IT Security related roles. Your in-depth knowledge will enable you to effectively manage all major aspects of this exciting and fast pace role.

Skills in strategic planning, colleague leadership and development plus all aspects to maintain required skill levels i.e. training are required.

This leader, working with their key colleagues, will identify and safeguard our organisation from intrusion, security threats, security weaknesses, software bugs and exploits. As leader of this team responsibility for both colleagues and the management processes keeping our organisation secure will be included in your remit.

As with other teams within CSO, this is a flexible and inclusive team which deeply values diversity.

The location for this role is flexible. Many of our current team are based in Edinburgh, but some are currently working from home in line with group policy. We stay connected and catch up regularly via Microsoft Teams. As offices continue to reopen you may be asked to travel to a Risk hub for regular team collaboration. Frequency and location can be discussed at interview, taking individual circumstances into account, but we may be looking for up to three days a week in an office site.

Job Description

Principle Accountabilities/Responsibilities to include, but not limited to:

  • Your role will encompass liaison with senior level directors and other key customers plus managers, analysts, programmers and other IT Security risk-assessment professionals within LBG.
  • Compliance with any government standards and related legislation, such as the Data Protection Act and ISO standards.
  • Budget forecasting, financial forecasts relating to your team.
  • Leading all aspects of recruitment, day-to-day dispute resolution.
  • Management of partners, key customers, vendors or third party service and solution providers.

Education and Experience – Minimum Capability Criteria

  • Ability to showcase such key skills as Customer Management, Conflict Management, Relationship Management and Financial Management.
  • Capable of working under pressure and have a proven track record of delivery.
  • Qualification (or equivalent experience) in management and/or formal project/programme management qualification.
  • Experience in managing a Portfolio or Programme budget of £30m+ and achieving benefits realisation requirements.
  • Accountable for ensuring that a quality Programme Management service is delivered to customers and are responsible for developing capability within their teams and ensuring that robust and fit for purpose project governance is applied to the projects their team are managing.

Role Specific Capabilities and Knowledge

  • Line management experience gained in a similar organisation over many years.
  • In depth project management skills.
  • Good understanding of current legislation and regulations pertaining to your organisation.
  • Successful track record of effective project coordination, prioritisation, collaboration, organisation and timely project delivery.
  • Experience in financial forecasts and budget allocation.
  • Knowledge of relevant IT Security related hardware, software and vendor solutions.
  • An overall understanding of the scripting and source code programming languages, such as C#, C++, .NET, Java, Perl, PHP, Python etc.
  • Practical experience of all computer operating systems such as MS Windows, UNIX/Linux etc.
  • Ability to quickly get to the root cause of issues.
  • Ability to be organised, efficient and able to work under your own initiative.
  • Good leader and standout colleague.
  • Outstanding written and verbal communication skills

Key Capabilities & Knowledge:

  • Significant experience in leading large complex, transformational, cross-divisional programmes and major change initiatives.
  • Proven success in leading projects/programmes with significant impact on Divisions and/or Group through the whole project life cycle delivering to time, cost, quality and benefits realisation.
  • Expert knowledge of project management subject areas, standards and processes.
  • Excellent relationship, influencing skills and experience of managing multiple and diverse customer groups.

  • Qualification (or equivalent experience) in management and/or formal project/programme management qualification.
  • Experience of running a hard-working team including Line Management, managing service against important metrics etc.
  • A proven track record in managing colleagues in a Performance Management based environment.  Ability to provide career leadership and performance management for senior experience project management colleagues within a geographically diverse organisation.
  • Ability to lead, inspire and motivate a wide cross-section of people from different backgrounds and make them feel a valued member of the team and motivated to deliver their best performance while ensuring delivery standards are maintained.

Desirable Criteria:

A BSC degree in a related field such as Computer Science, IT or a Cyber-Security related field, is desirable and a relevant Masters Degree would be advantageous. Experience working for clients in Banking & Financial Services will be very useful and a minimum of 10 years of successfully managing major project portfolios will also help this candidate stand out.

Procedural / Product / Specialist Knowledge

Organisational awareness, appreciation of the importance of Change within a large corporation along with budgeting experience will be beneficial.  The ability to facilitate and present at senior manager meetings will also be advantageous.

Accountabilities

There will be an expectation to manage risks, issues and dependencies, as well as make decisions and take mitigating actions that are required.

There will be frequent facilitation and need to attend and liaise with programme Steering Groups and report progress.

Regular performance and development feedback for the project team / colleagues will be expected as well as contribution to assignment reviews with the Practice Manager(s).
