Job Description
Job Purpose
To manage and co-ordinate the design, specification, and delivery of the fire plans and strategies throughout the project. To deliver a quality service and product to our clients in line with the project goals by working with the project team and applying ISG culture, systems and procedures at all times. To work collaboratively and to develop excellent working relationships with all ISG Departments and external delivery partners.
Key Responsibilities
Pre-Construction and Design
- To fully understand and act upon the Project Fire Strategy documentation and to work very closely with the relevant authorities, the client and their insurers, the design team, the fire strategy consultant and the relevant delivery partners to establish robust strategies and details for the execution of the fire stopping and fire safety elements of the Project.
- To Peer review the QDR provided by the Client's advisors.
- To draw up and Implement the Project Fire Plan in accordance with current legislation, the ISG HRRB protocols and site procedures.
- Lead the ISG Team responses to fire safety questions.
- To lead ISG project fire strategy meetings and to contribute to Client Design Team Meetings.
- Review the design information and available test data to enable the production of the list of ‘Items to be Certified' and tested.
- Review and assess tender documentation for compliance and to ensure there are no fire safety related scope gaps.
- Review and accept technical submittals for compliance with the fire plan, fire strategy and project specifications.
Health, Safety & Environment
- To work closely with the Safety Department to uphold the very highest Health & Safety standards and practices and to instil safe working practices in all managers, operatives, professionals and visitors to the project.
- Be responsible for the production and upkeep of the Construction Phase Fire Safety arrangements.
- Conduct Fire Strategy specific site inductions along with the checking of operative competencies and credentials.
- To review and appraise delivery Partner RAMS for suitability and compliance and to ensure that the works are undertaken in accordance.
- Preparation of weekly site progress, condition & safety reports.
- Undertake all required statutory inspections at the specified times.
- To undertake thorough reporting of all Health & Safety best practises and any incidents or accidents in accordance with ISG procedures.
- Regular reviews of the construction phase Health & Safety plan to ensure continuous relevance & compliance.
- Advise on fire safety issues.
- Regular reviews and implementation of the fire and emergency plan to ensure continuous relevance.
- Ensuring site fire safety signage is maintained on the project.
Construction Management & Delivery
- Work closely with the Senior Construction Manager, MEP lead and the Project Manager to ensure that the works are progressed in accordance with the programme.
- To proactively identify and resolve problems and potential problems.
- Be responsible for the management of the Fire Stopping contractor and other related trades and professionals.
- Be responsible for the production of the Fire and Emergency file including ensuring that fire test certification and data is valid.
- Develop the project specific fire ITP's and fire stopping referencing “tagging†procedures.
- Utilising the appropriate ISG metrics, report on daily, weekly and monthly progress for the works within your scope.
- Identify areas of programme risk with the management team along with proposing containment solutions.
- To proactively promote innovative construction methodology.
- Work with the Senior Construction Manager, planner and project manager to produce short, medium and long-term programmes.
- Support the Commercial team, Senior Construction Manager & Project Manager to identify, record and manage any change to the scope of works.
- Contribute to and monitor the Fit-Out RFI schedule to ensure the effective management of information flow and change requests.
- To chair and minute Delivery Partner co-ordination meetings.
- Leadership of the daily activity briefing sessions each morning. Close each day out with the Delivery Partners to understand and document the achievements or failings.
- Regular reviews of drawings with the design team for buildability. Ensuring that the works on site conform.
Quality
- Review the Quality plan on a monthly basis to ensure compliance with current project scope & requirements
- Proactively promote and implement a “Right first time†Zero Defects culture and support the project golden thread principles.
- Ensure sample and test rigs are produced.
- Review and approve technical submittals.
- Using the relevant ISG tools and procedures, undertake snagging and defects inspections and ensure that all are closed out within the specified timescales.
- Raise and record quality concerns and issues with the relevant Delivery Partner.
Handover
- Be responsible for the production for the short form fire safety building user guide and the production of the fire and emergency file.
Experience & Skills
- A proven record of delivering high value, high quality Fit-Out projects with high dependency fire strategies is essential.
- Shows an aptitude for working collaboratively, effectively and efficiently with all project team members and Partners.
- Highly IT proficient.
- Able to communicate effectively and frankly at all levels.
- Fully conversant with CDM and all relevant Health & Safety legislation. Demonstrable experience of successful implementation on major projects.
- Experience in working on large-scale MEP installations
- Demonstrable experience working with and knowledge of Passive, Active and Fire Safety equipment.
Qualifications
- SMSTS, relevant CSCS card and first aid are mandatory. Training can be provided
- Supplementary Construction related Health & Safety and Professional qualifications are an advantage.
- IFE passive fire protection level 3 (or equivalent) is essential.
- Desirable - Be a chartered professional and a Member of the Institution of Fire Engineers or a registered professional from another built environment profession specialising in fire safety consultancy (CIOB, CIAT, CIBSE, IStructE, ARB, RIBA, RICS, IFE, CEng). Relevant training can be provided for the right candidate.
