Introduction
This Finance Business Partner position will lead all financial elements of development of new business opportunities and campaigns. As a member of the Acquisition Commercial Team and a partner to campaign and business stakeholders (both internal and customer) this position will play an influential role in the development of key opportunities in our strategic markets and converting them through the competitive market into successful contract awards. In this role your leadership and technical skills will be valued working as part of an integrated team with your Commercial and Estimating & Pricing counterparts to deliver well-considered strategic solutions and providing trusted business judgment to deliver comprehensive, compelling and successful bids that will directly contribute to BDUK’s growth objectives.
This role is a non-manager grade and is full-time based in Bristol with some remote working options. The suitable candidate will have some experience of leadership, possess solid commercial and financial skills as well as significant experience of participating and guiding bids & proposals in commercial & competitive environments. Ideally, this will be combined with experience working in a complex, international, matrix environment. Demonstrating excellent customer relationship management skills, you will enjoy delivering first-time quality within a competitive but supportive environment, be able to manage a diverse workload and have a good understanding of public procurement.
Reporting to the Head of Commercial, Acquisition and Commercial Policy, and led by the Acquisition Commercial Lead, in this role you will partner with opportunity stakeholders in making key decisions regards progression of pipeline opportunities and building winning campaign strategies for which you will be responsible for leading all financial solutions, considerations and deliverables. You’ll work closely with your Commercial and E&P colleagues through the whole acquire phase before transitioning successful contract awards to delivery teams. This role requires you to act as a trusted advisor, delivering strong, decisive financial and business guidance and innovative solutions, providing significant leadership and influence to the overall construction of the bid during development and the deal during negotiation. You will ensure that all finance objectives and mandates are adhered to through the bid stage, participate in customer stakeholder management, apply effective governance & assurance reviews, represent to senior leadership during gate reviews, deliver first time quality products and implement best practice strategies utilising a lessons learned culture.
Responsibilities
Leads business case development for progression of new opportunities, co-ordination of request and approvals for use of company resources (including labour and financing capital); co-ordination with financial planning and forecast team to maintain currency of business objectives and finance assumptions with regards to operating plans and long range business plans including but not limited to return on cost/sales commitments, order and revenue targets, maintaining or improving Pwin statistics, cashflow requirements, supporting / enhancing cost rate structures. Fully understands the financial goals, policies and processes of the business, accountable for optimised implementation of strategies and decisions to meet these goals and ensures such knowledge is understood and adhered to by the team.
Partners with Commercial Manager, Proposal Lead and key campaign team to lead and influence all commercial and finance aspects of an active campaign in the bid development and negotiation phases, including requirements maturation and influencing, win strategy analysis and development, full shred and review of proposal request documentation, customer dialogue, product development; accountability for all allocated responsibilities and deliverables across the commercial acquisition team, participating in and leading all such activities associated to support successful team contribution throughout proposal development and subsequent negotiation.
Co-ordinates with Commercial Manager the design and implementation of enterprise commercial arrangements required for multi-party delivery of a proposal, partner with key stakeholders to ensure a fully coherent and aligned commercial proposal is developed to optimise risk balance and scope allocation, particularly forming effective working relationship with key technical stakeholders and supply chain teams.
Partners with Estimating & Pricing (E&P) Specialists(s) to determine optimal strategies and approaches for estimating methodologies, working closely with campaign team to share knowledge and support estimate builds and ensure that comprehensive evidence is gathered to enable in-depth estimating review to support robust governance.
Co-ordination with E&P, technical teams and stakeholders to ensure comprehensive technical solution review, identification of risks and opportunities to support pricing assumptions, risk modelling and analysis, competitive pricing strategies and co-ordination with assurance & governance boards for development of all financial elements to be within approval compliance for submission and negotiations.
Creative approaches to devise maximum financial returns, including but not limited to, developing compelling and novel approaches & mechanisms to maximise profit opportunities, robust payment mechanisms whilst ensuring protection of the business through balanced value-for-money offerings, such as hot-button performance measures and associated mitigations and protective terms and mechanisms as the solution & circumstances may require.
Implement early practices and structures that align with standard business execution methods and systems to ensure that a prospect campaign, as timing and circumstances become appropriate, can be transitioned into execution of a successful contract, including drafting transition plans for an effective handover.
Understands and prioritises competing demands from stakeholders. Manages personal and functional credibility and reputation in the organisation. Directly influences decisions to optimise pursuit of campaigns consistent with strategy and leadership expectations.
Applies strategic thinking and enterprise mindset in all matters to protect the business, meet strategic goals, act as a influential trusted advisor, develop innovative solutions, represent to senior management.
Implements an effective commercial and finance review process of all bids and proposals through the acquire phase to complement the campaign governance process.
Ability to participate in and successfully close complex bid negotiations, including negotiation strategy development.
Co-ordinates finance approvals required within the business at all necessary stages, including obtaining company funds to pursue campaigns and company sign-off to submit proposals & obtain negotiation authorisations through the acquire phase, fully understands the various delegations of authority applicable and partners with appropriate finance representatives to prepare powerful, timely presentations.
Preferred Qualifications and Experience
Educated to degree level ideally with a finance and/or commercial qualification or MBA
Technical background, with the ability to guide and develop others in the essential financial and commercial management skills
Demonstrable commercial, business and financial acumen, preferably with prior experience of EVM
Experience of leading bid and proposal activity
Excellent communication skills, both verbal and written
A proven ability to see opportunities and risks and to manage them to create enhanced value for the organisation
A positive work attitude and team building approach
An adaptable and resilient character, able to cope with changing requirements and multiple priorities who can help their team remain effective in difficult times
Well developed business partnering and influencing skills; able to explain and troubleshoot financial concerns with non-finance professionals
Experience of providing business management on large scale complex programmes, ideally within the defence or engineering sectors
Prior experience of contracting with the UK Ministry of Defence or equivalent is desirable
IT proficiency (particularly Excel and Powerpoint)
