About this role

The role holder will be responsible for managing and leading key central governance activities across the Full Fibre deployment programme which is Openreach’s major transformation build programme with expectations to evolved across the next 10 years +

You will own the change governance, compliance and assurance activity, supporting the Fibre First Director and strategy leads in respect of discovery, design, scope and change ensuring you identify risks and issues and identify opportunities for safeguard customers, Openreach and BT.

You'll have the following responsibilities

Accountable for supporting Openreach’s regulatory compliance with Ofcom obligations – and ensuring Fibre First strategic direction and decisions do not breach obligations, working closely with the pan Openreach regulatory team and various unit governance partners  

Responsible for development and operation of Fibre First full deployment programmes and there regulatory governance processes aligning to the Regulatory teams expectations  

Accountable for identifying what governance is required and ensuring all the right governance forums exist pan Openreach and implementing where necessary in order for us to successfully steer the Fibre First programme 

Responsible for providing regulatory support to the Openreach Fibre First Board and working in conjunction with the regulatory teams for broader coverage.

Overall responsibility for the tracking of key controls for each project or initiative, providing an aggregated view on a regular basis which underpins the mitigations of the Fibre First Programme Risk and is reported each quarter to the Fibre First board and Openreach Board.

Providing support to the strategy transformation and strategic programme manager of Fibre First unit providing data,  ad-hoc reporting, tracking obligations, key controls which will allow us to hold progress reports and impacts at every stage 

Managing the material and key controls for the Fibre First/FTTP Programme by tracking, and reporting against each project or initiatives key control’s and aggregating to a Programme Level view. Provide progress and demonstrate control across the various units of Openreach and up to the Fibre First Board. 

Responsible for key Programme Documentation e.g. Programme Management Plan (PMP), writing, reviewing and publishing to a set schedule to meet audit and governance obligations and standards of programme and project management

You'll have the following skills & experience

Expert knowledge within a governance and assurance or regulatory affairs arena including broader knowledge of pan-industry activity

Thought leadership and confidence to challenge policy, process and organisational activity where appropriate

Excellent internal and external influencing skills within governance and compliance arena

Knowledge of regulatory and compliance frameworks, and the positions of key stakeholders (including Openreach customers, industry groups and Government). 

Highly skilled in ensuring processes and approaches are compliant with regulation.

Effective liaising with colleagues across the regulation and governance landscape within Openreach and also across Operational teams to support the strategic intent of the Fibre First programme 

Excellent influencing skills operating up to Fibre First Director level/MD of SID and other units pan Openreach 

Brilliant presentation skills delivered with gravitas and credibility to influence internal stakeholders.
