E&C EMEA Investigations Director, is responsible for supporting the Global Head of Investigations and the EMEA Regional Compliance Officer and is accountable for conducting investigations into allegations of serious misconduct as defined by the Company’s Standards of Business Conduct.
The role is based in London and aligned with our GWS Enterprise business, though investigations in other geographies and business lines may be required. Investigations may include allegations of fraud, conflict of interest, discrimination, harassment, retaliation, and other violations. This individual will oversee activities related to CBREs Global Ethics Helpline in the EMEA region, and will conduct internal investigations in line with global policies, ensuring that ethics and compliance concerns raised by employees, suppliers, vendors, JV partners and other third-parties anywhere in the world are promptly and thoroughly investigated and remedies appropriately designed and recommended. They will be reporting to the EMEA Regional Compliance Officer.
Role Summary:
• Lead, manage and develop a small EMEA team of internal investigators in the Company's Ethics and Compliance function
• Support the Global Head of Investigations with the continual development, roll-out and improvement of CBRE’s “Trust†Function and standardized investigations practices in the EMEA region, providing feedback from the region into global standards and processes and liaising with key regional stakeholders
• Oversee the operation of CBRE's Ethics Helpline – Ethicspoint – in the EMEA region, which includes ensuring Ethicspoint is operating and effective at all EMEA sites (including applicable JV sites) and partnering with CBRE’s People Team (Human Resources) and other investigative functions across the region to ensure timely and effective responses to all concerns raised on Ethicspoint and other reporting channels
• Perform leadership and managerial duties including recruiting, hiring and onboarding new investigators and administrative team members, as needed; work with the Global Head of Investigations to conduct ongoing performance assessment, goal-setting, coaching and support to optimize the performance of the team; facilitate career development and advancement of top performers
• Lead internal investigations in EMEA, including supporting the development of investigation plans particular to each ethics and compliance concern, collect and review documents, interview witnesses, and reach and document findings
• Provide oversight and quality assurance review for Compliance investigations in EMEA. Ensure all Company investigators understand and follow protocol for identifying and recording root cause(s), discipline, and other remediation for each concern that is substantiated following an investigation
• Report on internal investigations findings and liaise with business leadership in the design of appropriate remedial action to be taken based on the findings
• Provide periodic updates to EMEA and global leadership/management team concerning ethics and compliance concerns, as well as data and trends regarding compliance culture
• Compile Ethics and Compliance investigations data for reporting to Board of Directors, Audit Committee, company leadership, governance bodies and business units and present these reports as appropriate
• Compile and facilitate periodic investigations review process with Company's external auditors
• Contribute to the develop and delivery of effective skills-based training for investigators across the Company to enhance interviewing and report writing skills, among other investigation fundamentals
• Support and oversee training and communication initiatives related to CBRE’s Compliance Culture and non-retaliation policy, including contributing to monthly all-employee communications, annual online compliance training, and post-investigation leadership communications as needed
• Analyze ethics and compliance investigations data (including root cause analysis) to determine relevant trends and areas of compliance risk, and recommend effective modes of training, communication, and controls enhancements to address same
• Build cohesive and well-functioning stakeholder relationships and to assist Company in making post-investigation discipline and remediation decisions
• Support the development of robust, enterprise-wide post-investigation discipline and remediation data to ensure organizational justice through horizontal and vertical consistency of outcomes, and to assist Company in making post-investigation discipline and remediation decisions
Experience Required:
• Qualified Accountant (or local equivalent)
• Minimum 6 years of progressive experience in employee compliance relations/complaint investigations, Internal audit, forensic or legal experience with emphasis on internal investigations, or related experience
• Bachelor's degree in related area or equivalent combination of education and experience
• Professional designation preferred: HR, Finance/Audit, Legal or Compliance Professional
• Understanding of compliance laws including the Foreign Corrupt Practices Act, U.K. Bribery Act, global Competition laws, and data privacy
• Experience working with employment law protocols
• Working knowledge of Equal Employment Opportunity; anti-discrimination, harassment, and retaliation; and whistle-blower protection laws and regulations
• Relates comfortably and works effectively with people across levels, functions, culture, and geography; remotely or in person, and acts with diplomacy and tact to build constructive relationships

• Ability to influence leadership and represent CBRE’s Compliance program to senior internal and external stakeholders (including clients)

• Strong interviewing skills and the ability to adapt to different personalities and circumstances
• Ability to read and interpret financial documents, and understand red flags of financial misconduct

• Strong written communication skills employed to write clear, concise, and logical reports
• Ability to multi-task and conduct or manage multiple investigations simultaneously
• Proficiency with Office365 suite and ability to learn case management data base system, email review platforms, and data visualization tools
