Introduction:

This Estimating & Pricing Specialist role will provide functional support and Subject Matter Expertise to an exciting diverse portfolio of new business opportunities and on-contract Programmes across the BDUK organisation, supporting bids and proposals in both a competitive environment (of public procurement) and under Single Source Contract Regulations. Working in partnership with stakeholders and as a member of campaign teams, this role offers challenging and diverse opportunities including, development of accurate cost and price information, full understanding of the solution, influencing and producing risk mitigation and pricing strategies, improving our competitive advantage, client engagement, building comprehensive cost volumes to enable effective assurance through governance and optimising the use of estimating methodologies and  available data for sustainable business practices as we continue to grow and evolve. This is a full-time role based in Bristol with some remote working options.

The role sits within the Estimating & Pricing Team, taking leadership and guidance from the Estimating & Pricing Team Lead, reporting to the Head of Commercial for the wider Acquisition and Commercial Policy Team. The principal responsibility of the role will be to provide integrated estimating and pricing capabilities into proposals for new business campaigns and on-contract change proposals. A key requirement in our team is to both work effectively in integrated proposal teams and improve the operational effectiveness of the E&P therefore you will be expected to identify improvement opportunities and lead/support effective implementation of these, leveraging experiences in your campaigns and adopting a best practice & lessons learned mindset. 

Responsibilities:

Evaluates requests for bid and proposals (RFP, ITN, ITT, etc.) and takes ownership for compliance of all E&P deliverables

Leads development, preparation and validation of estimates and prices (of ranging complexity and scale) for technical requirements through the design, build and support stages of programmes.

Demonstrates proactive interest in and understanding of the technical solution to ensure an integrated and coherent pricing package for the proposed statement of work

Leads development and application of estimating methods and pricing strategies using innovative computational techniques and developing comprehensive rationale for estimates to enable effective assurance through the internal governance series and to the customer as required

Supports business proposals, evaluates and makes recommendations based on complex requests for proposal and substantiates the basis of estimates and pricing methods/ data.

Maximises the functionality of ProPricer to develop pricing outputs and support development of business cases

Leads and performs complex analysis and provides recommendations in support of pricing and estimating (risk, financial, competitive, etc.), including 3-point estimating and Monte Carlo risk modelling.

Review and maintain cost and pricing data, determining database requirements and identifying new data sources appropriate to campaigns.

Supports the development/application/maintenance of unique and non-unique rates and factors for estimating and understands appropriate application for campaigns and proactively identifies circumstances that may require proposals for changes to rates.

Supports compliance activities, policy and procedure development, deployment of new systems/tools, training development/delivery and internal audits

Develop and implement policy suitable for different proposal environments eg. SSCR, competitive

Support customer audit interactions on estimated rates, actual rates, cost certification and cost model verification, where required

Preferred Skills, Qualifications and Experience

Excellent stakeholder relationship management and influencing skills, particularly within an international, matrix organisation;

A focus on first time quality and attention to detail;

Excellent communication skills, both verbal and written;

A proven ability to see improvement opportunities and risks, and assess urgency, priority and impact to create enhanced value for the organisation;

Experience in risk, opportunity and uncertainty management - identification, justification, mitigation, cost and modelling processes.

Data analysing skills – highly numerate and intuitive.

Advanced excel skills including data manipulation and scenario modelling.

Full understanding of the different elements of estimating and pricing stages.

Experience in the use of ProPricer, or similar Pricing software, and risk analysis software (eg. @Risk) preferred

Knowledge of / experience in public procurement

Experience of varied budget setting techniques such as parametric cost modelling and benchmarking

A positive and proactive work attitude including the ability to work independently whilst working as part of a wider team.

An adaptable and resilient character, able to prioritise between competing demands to maintain effective delivery in the best interests of the business;

Ability to problem solve and communicate complex solutions simply to achieve desired outcomes

Prior experience of contracting with the UK Ministry of Defence or the wider UK defence industry is desirable, including knowledge of MoD finance and investment approval procedures

Member of Estimating and Pricing society e.g. SCAF, ACostE or ICEAA

Bachelor’s degree in Finance/ Business or Engineering related degree.
