About the Department

Developer Engineering is a new function within ICG Technology. Our mission is to make it easy and enjoyable for development teams to go from a business idea to delivery of an innovative production solution. This will be done by improving and upgrading our tools, streamlining our processes, automating and strengthening our controls, and helping development teams adopt modern ways of working.

This new initiative represents a key investment in our future development capability. We are assembling an expert team to transform the working environment of the 18,000 people who make up the ICG development community and help them dramatically change their approach to developing software across the many different technologies we support. This is a challenging remit, but with the scale and variety comes a unique opportunity to be agents of cultural and technical change who have a huge impact on the bank.

About the Role

An inner-source development model is the adoption of open-source techniques, working practices and culture within a firm. The software we write remains proprietary, but the development of it is decentralised and based on open collaboration from disparate parts of the organisation.

This is a major component of our strategy to enable and encourage code reuse. It avoids “locking-in” our talent to a specific project or team, encourages innovation and provides an opportunity for our top talent to contribute more widely. It is also a key step towards achieving the organisational maturity and working practices to routinely sponsor and contribute to open-source projects

This in turn will allow us to drive specific standardisation that we would like to see adopted in the industry, provide a robust, standardised and engaging channel to make our technology available to our clients and connect them to our tech ecosystem, enable us to directly improve open-source projects that we find useful, improve the quality and security performance of our code, and enhance Citi’s reputation as a destination employer for the best engineers.

This role is for a senior leader to drive and support this major shift in our culture, and to establish the governance, tooling, functions and processes needed to enable that shift.

Key Responsibilities:

  • Establish a strategy for delivering an effective and sustainable inner-source culture
  • Champion inner-source and open-source ways of working and build both understanding of and support for the initiative across the organisation
  • Establish the teams and tooling needed to enable inner-source, for example an incubator to help projects adopt the necessary practices
  • Design effective approaches to governance and control, with particular attention to managing and mitigating Citi’s risks, without sacrificing ease of adoption for our development teams
  • Ensure our results are measurable and reinforce good behaviour via metrics
  • Work directly with a wide variety of development teams to help them adopt an inner-source approach to collaboration
  • Build strong ties between Citi teams and the wider open-source community
  • Be a passionate advocate for Citi externally and enhance our reputation as a leading destination for the best engineers

Experience:

  • A well-known figure in the open-source community with real industry cred
  • A history of initiating, incubating or promoting major open-source projects
  • Author of public written work and/or public speaker on open-source topics
  • Strong knowledge of the major open-source foundations and ideally personal relationships that connect into them
  • Ideally (but not absolutely required), experience of working in and/or running software development teams in a banking environment

Education:

  • Bachelor’s degree/University degree or equivalent experience
