Job Description

The Bank of England is the UK's central bank. Our mission is to deliver monetary and financial stability for the British people.

The Bank of England is a diverse organisation. Each of its 4,000 plus people are committed to public service and dedicated to promoting the good of the people of the United Kingdom by maintaining monetary and financial stability.

Research and Statistics Divisions – Advanced Analytics, the Centre for Central Banking Studies, the Research Hub and the Data and Division – lie at the heart of the Bank of England, acting as a centre of excellence for analytics, research and statistics across the institution as a whole.

Data Strategy Implementation Division

Our Division helps the Bank to make the best use of data and analytics to achieve that. Pretty much everything the Bank does depends critically on the use of data and analytics, and the Bank has made our work a strategic priority. We have support from the Governor down and across the Bank, and a big increase in funding. As part of our team, you will contribute to outcomes of national importance today, while preparing the Bank to face the challenges of tomorrow.

We have lots of opportunities for people who want to grow. We are still a start-up: created two years ago, doubled in size last year, doubling again this year. We need people to contribute their ideas, be entrepreneurial, and take the lead on new areas of work. You can gain broad exposure to the various parts of the Bank, giving you the option to move to other roles within the Bank in future.

We have a supportive culture that empowers people to be the best they can. This culture is reflected in staff survey results. Staff in our division tell us we are particularly good at giving recognition, praise and useful feedback, with 86 % of staff saying they would recommend their manager to others.

We offer very flexible working arrangements.

We design, implement, operate and continuously improve;

  • initiatives to improve the Bank’s ability to attract and retain the D&A skills we need
  • communications and engagement initiatives to create awareness, understanding and improve adoption of D&A across the Bank
  • initiatives to embed a supportive and collaborative D&A culture in the Bank that enables us to make the best use of data and analytics through adopting D&A services, tools and practices
  • a ‘one-stop’ help channel for colleagues to access the D&A services they need to achieve desired business outcomes

Job description

In this role, the job holder will provide support across the 'Skills and Learning' and 'Culture and Communication' sub-teams to ensure that our services are delivered in an efficient, co-ordinated and collaborative way.

The SC Hub is a key element of the Bankwide D&A strategy and will grow significantly in the coming few years. It's a great time to be part of the team!!

You will contribute value by:

  1. helping to ensure that the D&A learning service runs efficiently so that participants have everything they need to access and deliver learning
  2. contributing to the successful creation and ongoing management of Bankwide D&A skills and culture frameworks which are critical in the achievement of our strategic goals
  3. Helping to make sure the team is well organised and co-ordinated, so we can deliver what we need to, when it's needed
  4. Support benefit measurement, tracking and reporting, across SCH

The main responsibilities of the role are outlined below with an indication of the approximate split of time expected for each. However, this will be flexible over the year depending on the peaks and troughs of the various tasks:

  • Provide co-ordination expertise to the Analytics Enablement Learning Service. Ensure trainers and trainees have all the information they need, so that the service is viewed as effective and professional. Working with the current Learning Service Administrator, you will: schedule courses/learning sessions in advance; co-ordinate and monitor our pool of trainers to allocate them to sessions; deal with queries and produce pre and post course materials. You will have day-to-day oversight/management of the function, being responsible for co-ordination of tasks between yourself and the current Administrator and be the first point of escalation for them. The service will be expanding over the coming year to 18 months. Involvement in revising existing processes and setting up new ones to meet the growing requirements will be needed. (25%)
  • The Culture and Comms Team is currently being set up and will need a range of support to ensure co-ordination across the relevant work streams. This includes co-ordinating stakeholder engagement sessions; managing and maintaining a stakeholder register and communications calendar; consolidating communication effectiveness and adoption metrics for reporting; and managing the resource library. It is also an opportunity to use your experience and expertise to help the team set up effectively and develop these processes. (20%)
  • A key output this year is the Skills and Culture Frameworks which will inform our work plan, ensuring we deliver what will bring most benefit/address identified needs. To help facilitate the creation of these frameworks you will be responsible for co-ordinating the required meetings/workshops to ensure stakeholders are properly consulted and involved - this is key. On occasion, there will be a requirement to take notes and/or collate information from workshops. (20%)
  • We will be growing the number and type of events this year and you will coordinate some of these, ensuring they run efficiently. You would also be encouraged to make suggestions for types of events we could hold - we support all team members inputting their ideas and suggestions. (10%)
  • Provide analytical support for the team by carrying out regular and ad hoc tasks which will require co-ordination and consolidation of different sources of information to produce an output and summarise key points. As the team grows and develops, we expect this type of work to be required more. Examples of the tasks you would be required to carry out initially are: reviewing the effectiveness and performance of our pool of Internal Trainers; ensuring source documents for our portfolio of success measures are up to date and accurate; and designing new and/or reviewing and improving existing processes. (20%)

Role Requirements

Minimum (Essential) Criteria

The position has a varied and interesting workload where you will be able to display your initiative. The jobholder will need to be well-organised; a good communicator; be comfortable collaborating closely at all levels; be flexible; and be able to work well within a team.

  • Strong prioritisation and time management skills - ability to balance multiple tasks to a high standard and maintain high levels of accuracy and good attention to detail against tight deadlines;
  • Flexibility - able to respond to a changing situation and adapt accordingly whilst maintaining high standards of service
  • Collaborative and inclusive approach to working - with the ability to establish and maintain excellent relationships across diverse groups of contacts both within and outside of the team/division.
  • Experience in reviewing and implementing improvements to admin processes, especially focusing on the impact for the end users to ensure a positive customer/user experience.

We are fully committed to having a diverse and inclusive working environment, and are open to considering how the role might be carried out with flexible working.  This role is therefore open to flexible working patterns.Where a role can be carried out from home, we are working towards colleagues spending at least half of their time in the office, so that we can all benefit from working together in person, while maintaining the flexibility offered by home working. From 6 June 2022, we expect colleagues to spend a minimum of 40% of their working time in the office per month.  Subject to that minimum requirement, individuals and managers should work together to find what works best for them and their team.

We are also committed to making adjustments for candidates and employees where possible, and have partnered with external expert organisations to support us in this.  We are a member of the Disability Confident scheme, summarised here, and people who wish to apply under this scheme should check the box in the ‘Candidate Personal Information’ under the ‘Disability Confident Scheme’ section of the application.

We anonymise applications so hiring managers will not be able to see your personal information when reviewing your submission, including your CV. Please fully complete the application form questions as requested, as any incomplete submissions may not be reviewed.

The Bank of England is a distinctive institution and our rewards are one of the things that set us apart. As well as enjoying a competitive salary you will work in a collaborative, inclusive environment, with a subsidised restaurant, flexible working opportunities and plenty of wellbeing initiatives.

This specific role offers a salary range of £28,500 - £32,490 per annum, along with our comprehensive benefits package as follows:

•    A discretionary performance award based on a current award pool.
•    A 7% benefits allowance with the option to take as salary or purchase a wide range of flexible benefits.
•    25 days annual leave with option to buy up to 13 additional days through flexible benefits.
•    Private medical insurance and income protection.
