Senior Business Analyst

On behalf of our public sector client, we are seeking a Senior Business Analyst, to support the delivery of Departmental-priority projects.

Multi-year contract.  Remote work at present.

Job Details

-Support the Planning and Client Portfolio Management Division, with a focus on supporting the development of new and existing IM/IT projects

-Document the project scope, objectives, added value, or benefit expectations, using an integrated set of analysis and modeling techniques, such as use cases, epics, user stories, diagrams, data dictionaries, business rules, etc.

-Develop option analysis of IM/IT solutions against requirements, provide preliminary cost estimates of potential options, develop recommendations/business cases that include a detailed comparison of the options

-Translate business objectives into requirements using analysis and modeling tools

-Analyze and synthesize information obtained from a large number of stakeholders and other sources, such as processes, policies, documentation, legislation, requirements and/or organizational structure

-Evaluate stakeholders business needs, thus contributing to strategic planning of information systems and technology directions

-Facilitate communication between organizational units, and/or vendors and third parties

-Identify and understand the business problem and the impact of the proposed solution on the organization's operations

-Play a central role in aligning the needs of business units with the IT capabilities by: a. Prioritizing requirements; b. Verifying and validating requirements; c. Developing traceability matrices. d. Review artifacts and other documents produced by other Business Analysts

-Collaborate with stakeholders contributing to the design and development of high-quality business solutions

-Liaise with stakeholders during preliminary user acceptance testing of new products and services

-Perform work in a Waterfall or Agile environment, as required

Requirements

-Must possess a minimum of 3 years of experience within the last 10 years providing Business Analyst services within the federal government, agencies, crown corporations or provincial government sectors

-Must have at least one of the certifications from the list provided: IIBA Entry Certificate in Business Analysis (ECBA), IIBA Certification of Competency in Business Analysis (CCBA), IIBA Certified Business Analysis Professional (CBAP), IIBA Agile Analysis Certification (AAC), PMI Professional in Business Analysis (PMI/PBA) or hold a Business Analysis Masters Certificate from a recognized Canadian University (must be able to provide a copy)

-Must have more than 10 years of experience eliciting, analyzing, and documenting requirements for software development, Commercial Off the Shelf (COTS) or Software as a Service (SaaS) implementation projects

-Must have 10+ years of experience using visual modelling and design tools, and business process modelling (except BPMN diagram)

-Must have more than 7 years of experience producing Business Cases and/or Option Analysis

-Must have more than 8 years of experience documenting business processes using Business Process Modeling Notation (BPMN)

-Must have over 10 years of experience using use cases and epics/user stories to document requirements

-Must have over 12 years of experience as a BA, facilitating meetings, preparing and delivering presentations to project stakeholders, especially executive level representatives, regarding business changes, trade-offs, risks and solutions

-Possess IM/IT BA experience in eliciting, analyzing, and documenting requirements related to government regulations or acts

-2+ year’s community college diploma or university degree in computer science, information technology, information management or business administration

-As an asset possess at least one of the following certifications: IIBA Agile Analysis Certification (AAC), Certified Scrum Professional, Agile Certified Practitioner (PMIACP), Professional Scrum Master (PSM 1), Agile PM, Scrum Certified Product Owner (CSPO), Certified ScrumMaster (CSM) certification, Certified Agile Leadership for Organizations (CAL-O) from Scrum Alliance

Start Date:  Upon contract award

Assignment Length:  1 year, with options to renew
