Senior Manager of Agile Portfolio Operations & Governance

Location: : Global - (UK/Spain/Italy/Germany/Turkey)

We are transforming Vodafone into a Technology Communications Company (Tech Comms). To harness our full potential and realise our growth ambitions, we need to change fundamentally how we work in certain areas of our business. Digital & IT is a newly emerging function within Technology that will be critical to this transformation on a global level. Within this newly created function, a new domain called Lean Portfolio Management & Transformation (LPM&T) has been established.

The Senior Manager of Agile Portfolio Operations & Governance sits within the IT LPM&T domain and leads the Agile Program Management Office (APMO) with a responsibility for the coordination of project execution fostering operational excellence. In this role, you are accountable for the implementation of a lean approach to budgeting and measurement of the portfolio performance across D&IT to ensure strategy implementation, the alignment of spending with agreed boundaries and the continuous improvement of results and operational efficiency. Additionally, you will ensure continuous compliance and risk management as well as accurate resource planning and reporting across all delivery activities and be accountable for value realization.

Key accountabilities and decision ownership 
 
•    Set-up, lead and manage the Agile Program Management Office (APMO) 
o    Lead the move to objective milestones and Lean-Agile budgeting 
o    Establish and maintain the systems and reporting capabilities 
o    Define and offer key performance indicators and OKRs (Objectives Key Results)
o    Provide financial governance and  Lead budget management & control across the portfolios
o    Advise as a communication liaison regarding the strategy to ensure the smooth deployment and operation of the value stream investment
•    Coordinate and support decentralized program execution and foster operational excellence
•    Ensure risk management approach and process across delivery domains 
•    Ensure that security compliances and risk controls are built into our processes across the portfolios

    Core competencies, knowledge and experience
•    Expertise in SAFe and Lean Governance 
•    Good understanding of project financials 
•    Expertise in project/programme management and associated tools and techniques for Agile delivery and or the delivery of IT projects
•    Experience of working in large scale global initiatives with a strong customer focus, working in distributed teams 
•    Ability to understand, support and articulate complex Business change processes, data-sets and governance
•    A strong conceptual thinker, able to learn quickly, processes oriented, ability to structure and simplify problems and use innovative approaches to resolve them efficiently 
•    Collaboration; experience in working within a matrix-structured organisation with high level of influencing skills
•    Experience in quality control and post investment reviews
