The purpose of the Workstream Lead, Core Programme is to lead a team to ensure the quality delivery, monitoring, reporting and oversight of the Polynesian Health Corridors programme against its stated outcomes. The Team Leader, Core Programme will provide end to end support to Polynesian Health Corridors programme, to help deliver the objectives of the programme to the Polynesian countries, and to ensure the programme meets the stated outcomes of its MOUs, as agreed with the Ministry of Foreign Affairs and Trade (MFAT).
The role is also expected to provide high quality advice and support to the Programme Manager by assisting with the programme planning and execution.
The Team Leader, Core Programme will be responsible for establishing and maintaining working relationships with internal and external stakeholders and to influence others and gain buy in to the programme deliverables and desired outcomes.
Polynesian Health Corridors (PHC) is a five year programme of work that aims to comprehensively strengthen and supplement linkages between Polynesian and New Zealand health systems (especially Pasifika health professionals and providers). The programme will contribute to stronger health systems in Polynesia, leading to better health outcomes for people and communities in Samoa, Tonga, Cook Islands, Niue, Tokelau and Tuvalu.
The aim is to provide Polynesian countries with advice and support from the New Zealand health system on stock management, technology, and procurement of a more reliable supply of safe and affordable medicines. You will work with multiple agencies and countries, alongside the other PHC teams, to ensure that plans to support Polynesia are comprehensive, based on local needs and priorities and are well planned and effectively managed.

Te whainga poto o tēnei tūranga – What is the purpose of this position?:
This role will:
Manage a team of advisors supporting the PHC programme by providing guidance and oversight of the workstream's core objectives
Provide leadership and oversight of the governance, stakeholder engagement, monitoring and evaluation, risk management and reporting for the PHC Programme as a whole
Lead the development, planning, reporting, monitoring, and delivery of objectives within the Core Programme workstream.
Develop and manage the workstream budget including all expenditure, invoices, filing, reporting against the workstream budget
Provide leadership and oversight for the provision of hiqh quality advice to senior mangers, officials, agencies and Ministers on the PHC programme
Be responsible for the high quality and timely delivery of outputs for ministerial servicing matters, including OIAs
Proactively monitor workstream progress, identifying/anticipating and managing risks and resolving issues
Lead and support the pastoral and development needs of the workstream, ensuring the appropriate capacity and capability for the group as a whole to contribute to the PHC work programme and priorities
Provide advice and support to the Programme Manager, Polynesian Health Corridors and the Group Manager, Global Health to enable them to provide senior leadership for the programme (including the relationship with Polynesian countries and counterparts at the Ministry of Foreign Affairs and Trade)
Ensure the quality of work produced by the team is of the highest standard and is delivered in a timely manner
Ensure the Programme Manager, Polynesian Health Corridors is kept abreast of and informed of any emerging risks and pressures
Ensure all work reflects our responsibilities to the priority of equity and meeting Treaty of Waitangi obligations
Role model and lead the implementation of the Ministry's desired culture and values within the group

Strong written skills and an ability to take complex information and synthesise into key messages for relevant audiences
Previous successful experience in collaborating and brokering with multiple other stakeholders to achieve positive outcomes
Previous experience in leading a workstream and/or previous experience in people / operations leadership is desirable
Tertiary qualification in Pharmacy, Public Health, Population Health or a relevant field
Familiarity with Polynesian countries' health and development issues and the connections to Pasifika communities in New Zealand
Advanced knowledge of the machinery of Government, risk management, managing at the political interface
Highly developed written and oral communication skills, and an ability to take complex information and synthesise into key message for relevant audiences
Highly analytical mindset and ability to interprete and convey information to a range of audiences
