AREA OF RESPONSIBILITY:
Reporting to the Manager, Corporate Collections, this position performs collections activities on Provincial Offences defaulted fines; preparing collection letters, processing payments and updating software system with collections activities and payments. Communicates with debtors; providing information regarding defaulted accounts, handling disputes and preparing payment arrangements. Identifies accounts eligible for civil enforcement and prepares list of defaulted accounts to be forwarded to collection agencies.
Performs collections on all defaulted accounts, in accordance with Corporate policies and procedures and governing legislation (i.e. Municipal Act and Provincial Offence Act).
Coordinates payment arrangements with debtors in accordance with the Corporate collections policy.
Processes payments received at the City and updates the Corporate collection system and ICON. Update collection system with daily payment file. Prepares and manages account correspondence including overdue, final and ad hoc notices.
Reviews and identifies accounts to determine viability of legal action in accordance with the Provincial Offence Act and the Corporate collections policy and procedures
Monitors and records all collection and legal activity for each case in collection software and debtor file.
Reviews various ICON RICO reports and update fines in collection software with extension, motions, appeals, and financial changes as necessary.
Performs tracing activities, utilizing various internal and external methods, to locate debtors.
Liaises with third party collection agencies and internal staff regarding account status and collection list.
Updates costs associated with collection agency in ICON (Integrated Court Offences Network).
Performs record retention responsibilities for POA and Accounts Receivable sections.
Performs other similar and related duties as assigned.
SELECTION CRITERIA:
High school (Grade 12) graduation plus an additional program of over one and up to two years in Business Administration – Accounting, Paralegal or equivalent.
Over two (2) years, up to and including four (4) years experience in collections and/or court administration
Working knowledge of Microsoft Office Suite.
Excellent communication and interpersonal skills with an emphasis on customer service.
Able to work independently and as part of a team.
Familiarity with Ontario Court processes, Small Claims Court procedures, knowledge of ICON and CAMS, the Provincial Offences Act and related legislation is an asset.
Strong organizational skills with the ability to meet deadlines in a high volume workplace.
Superior interpersonal skills including the ability to work effectively in a team environment
Demonstrated ability to deal effectively with contentious situations and to exercise discretion, judgment, diplomacy and confidentiality.
Demonstrated ability to work independently and effectively within a team.
Proven ability to deal tactfully with the public, contract service providers and court stakeholders.
Demonstrated analytical and problem solving skills.
