Department Overview

Within Technology Enable you will be working with people who are passionate about enabling Technology to perform at its best. A diverse division made up of multiple specialist teams, we focus on providing the strategy, governance and subject matter expertise to support the day-to-day running, and long-term direction for the function.

You’ll help to shape the growing role that technology plays within the organisation. Collaborating closely with colleagues across Technology and throughout the Bank, you’ll help the division deliver against its commitments and contribute to the organisation’s mission.

We target best-practice and our teams work closely with counterparts from central functions to ensure we share expertise, learn from our colleagues and strive for continual improvement and innovation. You’ll also be encouraged to develop your expertise externally, through networking, training and formal qualifications.

 

Job description

The Talent and Resource Manager  is responsible for working with the Workforce Strategy lead to deliver Technology’s workforce strategy to ensure the Directorate has the right mix of skills and expertise in place to enable the successful delivery of its portfolio in line with the Bank’s strategic vision. To achieve this, it is essential the jobholder is able to build and maintain a wide network of key stakeholder relationships, working closely with our Technology Leadership Team & People & Culture to effectively drive talent and resource management for Technology.

The Talent and Resource Manager will work with the Workforce Strategy Lead and People & Culture to:

  • Shape our talent, skills and development strategy to improve our ability to meet business and portfolio demands
  • Deliver against Technology’s resourcing strategy, including Early Career programmes, supporting managers in building pipelines to ensure we are developing the skills and capability for the future

The jobholder should be self-starting and able to work without direct supervision, as an active part of a busy and dynamic team.

This role provides an opportunity to make a positive difference by delivering talent initiatives that add real value and have wide impact across the Directorate and a positive influence on the Bank and Directorate’s Inclusion Strategy.

Key Responsibilities/Accountabilities:

  • Work with the Technology Leadership Team (TLT), Workforce Strategy Lead and Communications & Engagement Manager to define Technology’s talent strategy and contribute to its ongoing monitoring and delivery
  • Drive forward, and improve, core elements of the Directorate’s talent management including talent reviews and development programmes, succession planning, promotion processes and career pathways
  • Partner with Managers across the Directorate and Communications & Engagement Manager to support them in developing talent management, development and engagement plans for their areas, using feedback from internal surveys and other sources,
  • Work with the Workforce Strategy Lead to identify skills “hotspots” and develop plans to mitigate these
  • Assess training requirements, identifying solutions and partnering with external vendors to address these
  • Co-ordinate the operational activities relating to recruitment and management (for example, volunteers for assessment centres, recruitment events)
  • Optimise use of Apprenticeship Levy funded training for Technology through programmes and leveraging uptake of experienced hires, keeping abreast of developments in this area
  • Advise Managers on talent and resource management processes such as promotions, lateral moves, and development options working closely with People & Culture ensuring Technology is aligned to Bank wide processes
  • Represent Technology in Bank wide fora and committees
  • Support the improvement of diversity and inclusion across all areas of talent management and engagement, engaging with Technology Inclusion Council
  • Co-ordination of performance review and Annual Salary Review processes for Technology, aligning with central policy
  • Coach and mentor more junior members of the team, co-ordinating the allocation of tasks as applicable.

 

Role Requirements

 

Minimum Essential Criteria

  • Prior experience in talent and resource management within an similar technology organisation
  • Experience of leading and supporting key development initiatives, with an understanding of developing technical skills
  • A facilitator and champion of change, with the ability to initiate, shape and deliver strategic solutions and track success
  • Strong stakeholder management skills at all levels displaying diplomacy and sensitivity – you will be expected to give advice, challenge, and sometimes deliver difficult messages to the CIO and senior staff in Technology
  • Have an awareness of the big challenges facing Technology and an understanding of how these and their role contributes to the Bank’s priorities
  • Work alongside colleagues in Central functions to apply Bank wide policies and processes, ensuring Technology is aligned as appropriate.
  • Demonstrate high levels of drive and determination – the future will be transformative for Technology
  • Strong written and oral communication skills – you will need to relay information clearly to staff, to be able to negotiate, and to brief senior staff quickly and efficiently
  • Operate in a highly organised manner and be able to work under pressure, managing multiple responsibilities at the same time in a fast-paced environment
  • Awareness of resource constraints operating a value for money ethos
  • Ability to work independently as well as part of a team.

Desirable requirements 

  • Experience in diversity & inclusion initatives, particularly in the Technology market
  • Knowledge and experience of recruiting into technical roles including through Early Career and Apprenticeship programmes

This specific role offers a base salary of £45,000 - £56,000 per annum, along with our comprehensive benefits package as follows:

•    A non-contributory, career average pension giving you a guaranteed retirement benefit of 1/95th of your annual salary for every year worked. There is the option to increase your pension (to 1/50th) or decrease (to 1/120th) in exchange for salary through our flexible benefits programme each year.
•    A discretionary performance award based on a current award pool.
•    A 7% benefits allowance with the option to take as salary or purchase a wide range of flexible benefits.
•    25 days annual leave with option to buy up to 13 additional days through flexible benefits.
•    Private medical insurance and income protection.
