We require an experienced safety leader to join our Group HSE team as the Site HSE Manager – Resources Minerals, Oil & Gas, in Dampier WA. With a strong stakeholder management focus, the ability to influence and engage is essential to achieve Group HSE Strategy and foster trusted working relationships. You will work with leadership teams, front line managers and contractors to nurture and develop our safety obsessed culture and drive our HSE strategy and commitment, in what can be high risk environments. 

This is a permanent site role which supports all operations within the Toll Dampier Supply Base. The Dampier Supply Base is a multi-node facility and includes supply base, transport, wharf, marine vessel and slipway operations. The facility has 52 Hectares of operable land, with 22 individual customer areas and has significant regulatory compliance and reporting conditions including 5 x Dangerous Goods storage licenses and a Desalination plant.

Accountabilities :

  • Engage in the “Safety Obsessed” cultural change program, including provision of support and initiatives to line management to achieve the goal of a safety obsessed workplace.
  • Actively support and assist in the consultation and successful implementation of the Health Safety Environment Quality (HSEQ) Global Management System and liaise with key stakeholders to action HSE matters and ensure continuous improvement.
  • Ensure that all operations are conducted in accordance with Toll HSE standards and procedures and other compliance obligations to ensure safety to our people, the community and the environment.
  • Develop and review Site HSE Plans, in partnership with key business stakeholders ensuring alignment with Business Unit HSE Plan and assist the business in achieving all objectives and targets.
  • Support business leaders in coordinating HSE activities at the site level.
  •  Reporting and Compliance System  to ensure our people are kept informed
  • Undertake HSE system and compliance audits, in accordance with the first line of defence audit schedule and provide point of contact support to the second line of defence audit program and third party external audits, including self-insurance and certification audits.
  • Conduct regular site HSE inspections with business stakeholders to drive improvements on site conditions 

Qualifications

  • Diploma in Occupational Health and Safety and / or other relevant discipline
  • Tertiary HSE qualifications (highly desirable)
  • Certificate IV (or equivalent) in Environmental Management (desirable)
  • Dangerous Goods qualifications/ training (desirable)
  • Chartered/ Certified HSE professional (desirable)
  • Internal Auditor qualifications - IRCA, Exemplar Global or equivalent (desirable)

Knowledge/Experience

  • 5-7 years practical experience in an HSE role with a focus on warehousing, logistics, marine operations and dangerous goods management
  • An understanding of business, issues and restraints faced by line managers in implementing HSE processes and programs.
  • Experience in relationship management of both internal clients and external stakeholders.
  • Prior experience in participating in third party audits and corrective action planning.

Technical/Professional Skills required

  • Detailed knowledge of HSE legislation, industry standards and management system standards (ISO45001 & ISO14001).
  • Ability to exercise sound judgement in the interpretation and analysis of HSE legislation and audit criteria.
  • Excellent written and communication skills, including the ability to liaise effectively with fellow team members, management, stakeholders and industry experts and write high quality reports.
  • Experience in conducting incident investigations using ICAM or similar methodologies.
  • Ability to work effectively and collaboratively with others including legislators, external auditors, accreditation bodies, industry experts.
  • Competent computing skills, advanced Word, Excel and PowerPoint.
