The Commercial Software Engineering (CSE) team is a global engineering organisation that works directly with customers, leveraging the latest technologies to address their toughest challenges and transforming their industries using cloud-based solutions. We work closely with our customers’ engineers to jointly develop code to solve their biggest challenges and accelerate progress in their organisation. In the process, we help shape the future of our own platforms by partnering with our product groups to improve them. We pride ourselves on making contributions to open source and make our platforms easier to adopt. We are looking for a Technical Program Manager (TPM) for our UK based TPM team serving the Government Industry in EMEA. Each TPM helps drive high-impact engineering projects with Government customers and their partners, as they are transforming their missions using cloud-based solutions and services. They work with a cross-functional teams of Software Engineers, Data Scientists and PMs, fulfilling the Product Owner role. In this capacity, TPMs identify and define the relevant customer scenarios, orchestrate the engineering approach to address these, and develop the end-to-end user stories with internal and external stakeholders.

We will only be accepting applications from UK residents due to security clearance requirements for the role. Applicants must also be willing to undergo security clearance checks by the UK Government.

Responsibilities

In this role you will be working across all key parts of Government – Defense and Intelligence, Policing and Justice, Tax and Revenue, Social Services and Critical Infrastructure. You will be an advocate for our customers and build up an understanding of Government Industry “tradecraft” – the unique ways in which we need to work with our Government Customers. Your responsibilities will include:

Shaping customer engagements to deliver well-defined outcomes that generate immediate customer value and produce high-quality software contributions to Microsoft products and open-source communities

Provide clarity and lead communications within the team to represent our customers’ requirements.

Triage and prioritize customer feedback and generate actionable intelligence for our product teams

Manage project plans, product backlogs and sprint product increments

Drive the adoption of Government Industry prioritised engineering scenarios through leading engagements and sharing reusable assets

Continuously develop and share your program management knowledge and skills to improve your own Engineering PM capability and that of the wider team.

Qualifications

We ask that candidates have a solid foundation in Engineering PM fundamentals based on experience of program management and/or product development in the software industry.

Aside from this, we often think we know the kind of person we are looking for, but invariably find that we hire an individual that doesn’t meet any specific definition. In this spirit, the list below is not a check list to be completed but simply a set of pictures we’re painting to give you an understanding of the role.

Track record of working with large engineering teams including experience shipping complex production systems that run on a public cloud and hybrid public/on-prem solutions.

A strong working knowledge of Agile software development methodologies and especially the role of Product Owner.

Experience leading complex customer engineering engagements and effectively managing internal and external relationships with senior technical and business stakeholders

Deep understanding of cloud, edge and other computing technologies, including business drivers and emerging trends across Microsoft and non-Microsoft technologies, combined with knowledge of best practices in cloud architecture

A Bachelor’s or Master’s degree in Computer Science or a related discipline or the equivalent

Experience working in geographically dispersed, highly diverse, virtual team environments with an ability to orchestrate high-performing engineering teams.

Strong verbal and written communication ability including fluency in English

Enjoy travel and comfortable with regional travel up to 25%
