Senior Safety Improvement Manager

We have an opportunity for you to join our team and contribute to one of the most exciting and challenging construction projects in the country, as we lead the rebirth of Nuclear in the UK. We are embarking on the safe construction of two EPR’s at HPC in Somerset, join us on this journey.
 
Currently we are looking to recruit a very important role of a Senior Safety Improvement Manager. The successfully candidate will be responsible for ensuring that the Hinkley Point C construction site and Associated Developments maintain compliance with its arrangements and promote best practice. This will cover a wide number of areas including our Nuclear Site Licence, Environmental Permits and Licences, planning conditions and lease arrangements.
 
We are looking for a very passionate individual who will be able to establish and implement a world class approach to Health & Wellbeing, Safety, Environment and Emergency Preparedness (EP) and Response on the HPC Construction Site.
 
As a Senior Safety Improvement Manager, you will be responsible for establishing processes and standards and providing oversight to ensure these are vigorously applied. You will be expected to drive improvement to safety processes, which will facilitate the effective execution of work on the HPC construction site; enable the construction workforce to undertake construction activities safely, all to the quality standards required. Along with other members of the senior team you will set and maintain the highest standards of health, wellbeing and safety excellence on site. You will need to be equally comfortable on the construction site talking to Operatives and Supervisors as in the boardroom with Senior Managers.

What you’ll be doing…

•    Deputising for the Head of Health, Safety, Environment and Emergency Planning (HSE&EP) as required to help manage and co-ordinate Department activities and resources to ensure full compliance with agreed health and wellbeing, safety, environmental and emergency preparedness standards and expectations.
•    Working to support the Head HSE&EP with the management of emergent site health and safety issues.
•    Driving to ensure all Department activities, including those undertaken by Delivery Partners and Supply Chain, are performed in compliance with NSL arrangements, statutory regulations, Company and Site arrangements.  
•    To drive and ensure that operational experience feedback is promoted and used by the Team.
•    Managing departmental interfaces with the Office for Nuclear Regulation on Health and Safety matters; leading the team in the coordination and preparation of all associated interventions.
•    Managing department activities to meet agreed quality standards, whilst ensuring all activities are undertaken in compliance with the HPC Project Quality Manual and meet prescribed service levels, standards and targets.
•    Managing and monitoring the site’s Covid pandemic response, including leadership direction of the Covid Cell Team.
•    Driving the development and managing the implementation of the Principal Contractor arrangements and standards and ensure full compliance across the HPC construction site.
•    Working closely with HPC Head of HSE&EP and the HPC site executive team to agree and implement construction site policies and strategies to achieve project goals and objectives.
•    Managing and monitoring the development, implementation and review of the Principal Contractor arrangements and standards and ensure that arrangements remain aligned to the site’s risk profile across the HPC construction site.
•    Providing the direction, managing the creation and implementation of improvement programmes and initiatives, harvesting best practice and innovation from HPC Supply Chain.
•    Leading and driving best practice safety improvement and innovation. 
•    Managing the oversight, monitoring and support to the delivery of the HPC Way Programme.
•    Managing the monitoring of departments leading metrics data, best practice information and trending of performance metrics.
•    Providing support to the Head of HSE&EP that Department business plans/budgets are accurately prepared, effectively monitored and controlled at the appropriate level in the organisation, encouraging/sponsoring initiatives for continuous improvement and reporting progress on agreed actions to the HPC Construction Director.
•    Supporting the site’s emergency scheme in a key role. 
•    Supporting the Project to develop a strong project safety culture that is consistent with recognised nuclear safety culture excellence.
•    Ensuring that all direct reports are appraised, trained and developed in line with project needs.
•    Managing a budget of circa £600,000/year accountable to the Head of Health, Safety, Emergency Preparedness and Environment.

 

Who you are…

Essential Knowledge, Skills, Qualifications & Experience
 
•    Significant Health, Safety, Environment (HSE) experience including running an HSE group within a large project environment
•    Significant experience working on construction engineering environment 
•    NEBOSH HSE Diploma or European equivalent
•    Chartered member of a recognised professional HSE organisation
•    Proven track record of achieving excellent safety results
•    Experience of large organisational, process plant and site operations
•    Practised in the development and implementation of behavioural management and leadership
•    Experience of emergency response requirements within a large project environment
•    Ability to identify key internal and external stakeholders and decision makers, to influence continuous improvement across the project and wider EDF organisation
•    Excellent stakeholder management skills with the ability to develop a wide network and build trust-based relationships across EDF Energy and the construction industry
•    Results focus tempered with team centred approach
•    Skilled at interfacing and operating in a large corporate environment
•    Excellent communication skills
•    Ability to establish a vision and develop/implement strategy to attain it
•    Knowledge of national and international HSE standards
•    Good knowledge and experience of interfacing with the ONR/HSE
•    Thorough knowledge of CDM Regulations
 
Desirable Knowledge, Skills, Qualifications & Experience
 
•    Knowledge of Nuclear Site Licence Conditions
•    Degree or MSc in Health, Safety or Environmental Management
•    Degree in Engineering / Construction
•    Higher Education qualification in Nuclear Safety / Culture
