Project Overview:

Bechtel is supporting Africa Data Centres in an ambitious programme to deliver 12 data centres across 10 African countries. Project Decima will initially provide at least 70MW capacity of much needed interconnected carrier and cloud-neutral data facilities in this currently under-served and rapidly expanding market. Bechtel will provide central programme management and in-country deployed teams to deliver engineering, procurement and construction services tailored to location specific requirements.

Our Project Management Office (PMO) will initially be based in London with in-country teams deploying as early as September 2021.

We are seeking a senior quantity surveyors / commercial manager to be based in London. The successful candidate may be required to travel for short durations to the site locations on business trips.

Job Description

Summary:

Lead team(s) to manage and perform all activities associated with formation, tendering, award and administration of subcontracts, purchase orders and service agreements for implementation within and across the 10 countries in which the data centres are to be constructed.

Job Dimensions:

• Delivering work product to safely achieve schedule milestones.
• Engaging as part of the project management team to develop and align strategy, methods and controls for successful project work performance across the 10 countries.
• Defining and developing teams to establishment of systems, procedures and controls.
• Self performance of activities to help the team, or until the team is fully in place.
• Team guidance and development to effectively resolve change events, claims and disputes.
• Managing significant commercial matters to resolution.
• Reports to the Project Manager.
• Receives functional guidance from the responsible GBU Manager of Contracts and Procurement.

Qualifications and Skills

Base Qualifications

• Degree in Business, Quantity Surveying, Law or Engineering desirable.

Base Skills

• Comprehensive knowledge of contract/commercial management and negotiations.
• Direct experience in personnel selection, salary planning, performance evaluations.
• Knowledge of when to engage legal counsel.
• Demonstrated leadership of a diverse team of 5 to 10 people.
• Able to manage complex stakeholder environments.
• Preference for data center execution experience.

Additional Skills

• Demonstrated leadership of a diverse team up to 25 people.
• Demonstrated ability to manage multiple projects at functional level.
• Extensive knowledge of industry contracting practices and related regional regulations.

Preferred Behavioral Skills:

• Experience working in Africa
