The Team
The Pre-Contracts team sits within the Commercial Services sub-branch of the Infrastructure and Place Division of Transport for NSW (TfNSW). This team is responsible for the end-to-end procurement of major construction contracts within each project. In the TfNSW Matrix model, the team partners with the project teams to help deliver the largest infrastructure program Australia has ever seen. Some of the projects include the Great Western Highway Upgrade, the New Dubbo Bridge and the Princess Highway Upgrade.
The Opportunity
Right now, we have an exciting opportunity for a number of Senior Manager Construction Pre-Contracts to provide leadership and subject matter expertise in construction contract procurement for major infrastructure projects across NSW.
The role will include but not limited to:
Acting as a thought leader, remaining abreast of current and emerging planning issues and trends, including domestic and international best practice
Lead the construction procurement strategy utilised for projects to deliver optimal value for money for Transport, considering the prevailing supplier market conditions and trends
Provide leadership to project officers and other stakeholders in developing project specific construction procurement strategies which integrate all phases of the project lifecycle.
Manage the procurement processes implemented for the procurement of major projects in a consistent manner and monitor project procurement with respect to time, cost, quality and scope requirements across project offices
Lead tender evaluation processes and gather and share information, knowledge, best practice and lessons learnt to influence continuous improvement in construction procurement.

About you
You are a hands-on, collaborative and proven leader with experience managing the procurement of complex infrastructure projects. You will possess excellent leadership and communication skills, and have an eye for detail, with the ability to quickly and efficiently get across the issues which arise during such procurement exercises.
You will be a problem solver with a collegiate attitude and a good understanding of working in a matrix management structure. You will have demonstrated experience in the preparation of high-quality commercial documentation including Design and Construct, Alliance and GC21 contracts for major infrastructure projects.
You will also have experience working with and managing multidisciplinary project teams with good understanding of the processes for procuring major infrastructure projects within a government context. You'll be an excellent communicator both in written and verbal forms and can work autonomously or as part of a team.
