About the team
The Safety, Environment and Regulation (SER) division leads policy, strategy, standards, advice and support across safety, environment, sustainability, asset management and regulatory outcomes for customers, community and our people (including contractors). SER provides ‘centres of excellence’ with a critical mass of expertise to support line accountability, facilitate consistency and provide assurance across transport. It also delivers a range of regulatory programs. The role will support Rail Delivery project and environment teams within Infrastructure and Place (I&P) and SER.
The Opportunity
Environment & Sustainability is a branch within SER accountable for Environment & Sustainability across TfNSW Heritage Assets, Heritage Policy Development and implementation of Heritage Regulation across Projects in Development across our transport network.
You will be an advocate for heritage, conscious that we act as stewards on behalf of the people of NSW. Our transport networks have shaped NSW and will continue to do so, respectful of the legacy that they have left in road, rail and maritime history. Your input makes a difference and shapes what we leave for future generations.
We are seeking to appoint a Senior Environment Officer (Heritage) to join our team based in Macquarie Park/hybrid working. This is a 3 year fixed term role till 30th May 2025. You will be part of a dedicated team ensuring that we preserve our historic assets, whilst enabling an appropriate degree of positive change to ensure that our transport infrastructure can adapt and continue to grow to service all of our customers.
Reporting to the Specialist (Heritage), Rail Delivery, you will provide high quality professional heritage advice and support to internal stakeholders on heritage management on a project basis. You will have the opportunity to engage with regulators on projects, regulatory frameworks, technical practice and policy. There may be some occasional field based sites visits for Sydney metropolitan and regional locations in this role.
In this role you will work closely with Rail Delivery within I&P. Rail Delivery are currently delivering a large volume of work across NSW. The role will provide heritage guidance to manage complex scope and operational constraints of the projects. This is a design focused role, where you will be required to critically review architectural interventions in a heritage context. A background in architecture or related experience is desirable. The role will provide support to the delivery of projects including the Transport Access Program, More Trains More Services and Digital Systems.
About you
You will have proven experience in providing heritage legislative and regulatory advice, heritage design advice (specifically implementing Design in Context), heritage assessment, asset or collection management and conservation. This includes experience in composing or reviewing Statements of Heritage Impacts, Conservation Management Plans and Interpretation Plans.
Tertiary qualification(s) in Heritage Management, Heritage Conservation, and/or Architecture
Sound knowledge and understanding of NSW heritage management framework, legislation and best practice standards, with particular regard to the NSW Heritage Act 1977, the State Agency Heritage Guide and the Burra Charter
Proven ability and highly skilled in heritage research, assessment, and ability to understand and review technical heritage documentation
Proven planning, problem solving and analytical skills with the ability to work through issues with moderate complexity
Demonstrated communication and interpersonal skills to engage with, influence and build and maintain relationships with stakeholders
Demonstrated experience in working across organisational boundaries to achieve outcomes, including supporting a contemporary risk-based and integrated approach to heritage issues gained in organisations managing competing priorities and operating in complex, high risk, time constrained environments
Experience in developing and implementing balanced strategies, guidelines and/or policy statements to improve heritage outcomes
White Card/NSW Drivers Licence/RIW Card all desirable.
