Summary:
The purpose of the Senior Advisor, Core Programme is to contribute to the efficient and effective operation of the Polynesian Health Corridors Programme as part of the Core Programme team. The Core Programme provides the enabling and quality standards functions of the Polynesian health Corridors Programme.
The workstream sits within the Polynesian Health Corridors programme, which aims to improve health outcomes in Polynesian countries (Cook Islands, Niue, Tokelau, Samoa, Tonga and Tuvalu) by strengthening the existing linkages between the New Zealand and counterpart health systems.

Polynesian Health Corridors (PHC) is a five year programme of work that aims to comprehensively strengthen and supplement linkages between Polynesian and New Zealand health systems (especially Pasifika health professionals and providers). The programme will contribute to stronger health systems in Polynesia, leading to better health outcomes for people and communities in Samoa, Tonga, Cook Islands, Niue, Tokelau and Tuvalu.
The aim is to provide Polynesian countries with advice and support from the New Zealand health system on stock management, technology, and procurement of a more reliable supply of safe and affordable medicines. You will work with multiple agencies and countries, alongside the other PHC teams, to ensure that plans to support Polynesia are comprehensive, based on local needs and priorities and are well planned and effectively managed.

PHC is a high performing team that recognises and values the whanaungatanga ties between Aotearoa and the Pacific, particularly Polynesia. We are in the early stages of a five year programme with the team still being established so there are many opportunities to build a high performing culture within the workstream, as well as contributing to the wider PHC team environment and deliverables.
Te whainga poto o tēnei tūranga – What is the purpose of this position?:
This role will:
Contribute to the Polynesian Health Corridors Programme by providing high quality advice and support, with the oversight of the Team Leader, Core Programe
Provide finance support to the Polynesian Health Corridors programme, including the overall management and oversight of the Programme budget, management and payment of invoices, ensuring contract payments are made in a timely way, and establishing and maintaining relationships with the Ministry's Finance and Procurement teams.
Support workstream leads to plan and manage workstream costed outputs budgets, including forecasting, tracking actual expenditure, and meeting budget milestone reporting to the Ministry of Foreign Affairs and Trade
Provide support to the workstream lead Core Programme as required, to carry out the Quality Standards functions of the Programme including the implementation of the programme risk monitoring and reporting.
Lead/contribute to the development and continuous improvement of processes, tools and frameworks within the workstream
Gather/research information, write high quality advice to stakeholders and Ministers, and overall support to the Programme
Deliver work to the agreed standards, manage time effectively and ensure all work is completed by the required timeframes
Contribute to briefings, weekly reports, OIA's and all Ministerial servicing needs
Role model and lead the implementation of the Ministy's desired culture and values within the group
Build collaborative and positive relationships across the (team, group Directorate, Ministry, the wider health sector, government and other external stakeholders)
Ensure all work reflects our responsibilities to the priority of equity and meeting Treaty of Waitangi obligations
NgÄ PÅ«kenga me ngÄ Wheako – Skills & Experience:
Tertiary level professional qualification in a relevant field and/or significant equivalent experience, with an Accounting or Finance qualification being desirable.
Experience of working in a financial management role on advisory projects and/or programmes of work within teams, and the development of agency approaches to new global issues/challenges
Experience in project, programme and/or financial management milestone monitoring and reporting
Previous experience working strategically and applying critical thinking, as well as sound judgement, in the development of options and provision of advice
Strong written and oral communication skills with the ability to tailor complex messages appropriately to a range of audiences
Previous successful experience in collaborating and brokering with other stakeholders to achieve desired outcomes
Experience in producing Ministry responses to Parliamentary Questions (PQs), Official Information Act (OIA) processes, and Ministerial letters and briefings
Knowledge of the machinery of Government, risk management, managing at the political interface
Experience in a coordinating and collaborating to achieve large and complex work projects
Excellent relationship management skills and ability to work with numerous stakeholders
Proven organisational skills with the ability to think ahead, use initiative, establish priorities and meet deadlines whilst preserving high levels of accuracy and confidentiality
