Introduction:
Ten years ago this month, on March 4, 2012, Boeing delivered the first production P-8A Poseidon to the U.S. Navy.
Since then, more than 145 aircraft have been delivered and the P-8 has executed more than 400,000 flight-hours around the globe. Militaries that operate or have selected the P-8 include the U.S. Navy, the United Kingdom’s Royal Air Force, the Royal Australian Air Force, the Royal New Zealand Air Force, the Indian Navy, the Royal Norwegian Air Force, the Republic of Korea Navy and the German Navy.
Boeing has successfully delivered to the UK a ninth P-8A Poseidon for the RAF in just under two years. The first aircraft arrived in Scotland in February 2020 and Initial Operational Capability (IOC) was declared by the RAF in April 2020. The latest addition to the fleet touched down at RAF Lossiemouth on 11 January.
The Poseidon supports anti-submarine warfare, anti-surface unit warfare, surveillance and long range search and rescue for the UK.
The role:
The P-8A ASP Programme Manager role is required to deliver the Aircraft Support Provision (ASP) as part of the P-8A Programme. The successful candidate will have direct P&L accountability for the delivery of all P-8A support contracts covering Interim ASP and ASP covering Order Intake = $200M, Revenue = £40m/annum.They will also define and deliver strategic, sustainable winning solutions within the P-8A Programme and work closely with P-8A International to develop the capability. This is a major role in the P-8A Programme covering circa 60-70% Revenue and fundamental in building reputation through reliable and trusted delivery, with significant senior customer engagement within DE&S, Air Command and the Lossiemouth Station as well as within Boeing International.
Key Responsibilities:
Programme Definition
- Plan and acquire by identifying benefits, customer needs, objectives and constraints.
- Define and lead the definition of an integrated ASP solution including the programme management solution and 8 baselines.
Programme mobilisation & execution to cost, time & quality
P&L responsibility (OSMI) for ASP Programme as part of P-8A
- Management, planning and control of programme baselines.
- Management of multi-disciplined teams for delivery.
- Internal and supplier stakeholder management across organizational boundaries.
- Performance reporting.
- Continuous Improvement and RIO management to realize margin improvement plans
Senior Customer Management
- Customer engagement to senior levels within DE&S, Lossiemouth Station and Air Command.
Identification of ASP business opportunities
- Outline Business Cases defining Strategic, Management, Finance, Economic aspects for growth and value propositions.
- Developing sustainment capabilities in-line with strategic growth requirements and exploiting synergies with interfacing programmes.
Leads a multi-disciplined team of circa 100-120 staff comprising a range of matrix resources across the ASP aspects of the P-8A Programme:
- Engineering
- Operations
- QA
- Supply Chain Management / Procurement Agents
- Commercial
- Finance
- Project Management Staff
- CAMs
- IST leads and team leads
- Capability/Functional Supplier’s resources.
- Boeing US (BGS and BAO) as part of FMS
Problem Solving:
- Development of advanced Integrated Business Planning principles and their introduction into core P-8A / ASP governance; integrating existing programmes of work to ensure accurate demand and supply profiling across the LRBP timescale. Incorporation of efficient and effective solution and delivery approaches and processes sympathetic to Systems Engineering Best Practice and Operational Procedures. Leveraging the re-use and knowledge of P-8 International to support solution development and to build the UK team capability and SQEP, which can then be seen and used as a center of excellence.
Discretion:
- Integrated approach to the planning, scheduling and prosecution of complex programmes through consultation across BDUK functions. Consultation and influence of and from Fixed Wing/MoD Services, BDUK Functions and Boeing International to achieve ASP Programme outcomes.
Impact:
- Accountable and responsible for all decisions pertaining to the development and execution of ASP across the programme lifecycle; specifically for a 5-25 year period of performance. Responsible for developing integrated management plans, master schedules and programme execution plans incorporating applicable governance and commercial milestone delivery plans.
- Successful planning winning and execution of ASP is fundamental to the implementation of P-8 and Fixed Wing Strategy to build a customer intimate reference and to support near near term growth.
- Erroneous decisions or recommendations may result in failure to achieve goals critical to the major objectives of the company.
Liaison:
- Spokesperson for UK P-8A support activities using verbal and written communications. Leveraging BDUK and Boeing US matrix resources to influence, develop and execute UK P-8 ASP business plans.
- Lead on the assessment of solutions, and approach and in deploying business plans and processes for best operational and commercial effect for Boeing and the Customer. Working with senior Boeing and Customer stakeholders to formulate benefits realization through the use of integrated solutions.
Preferred Knowledge & Education:
- Detailed knowledge and experience of PMBP and Systems Engineering best practices and delivery using this knowledge and experience.
- Knowledge of the MoD customer gained through engineering and management roles within the defence sector.
- Knowledge of engineering and operations principles and policies including safety, security, Maintenance Repair & Overhaul, and CAMO.
- Knowledge of business case development and the identification and definition of projects and programmes.
- Professional expertise and demonstrable experience in identifying, defining and delivering a complex programme of work within the context of an integrated approach to business planning and execution whilst maximizing the benefit/value to Boeing and the customer.
- Financial management and commercial acumen within Defence regulatory environment.
- Minimum educational requirement; Bachelors Degree in Engineering Management or equivalent.
- Technical knowledge of aircraft programmes and the integration of complex stakeholder landscapes.
- Recognised project/programme specialist providing advice to cross-functional teams.
