About the Division

 

The Regional and Outer Metropolitan division is focused on understanding the particular needs of regional communities across NSW and delivering customer-centred integrated transport services and infrastructure.

 

The Opportunity

  

Fixing Country Rail is a $400million NSW Government program providing targeted infrastructure funding from Restart NSW for regional freight projects.  The program improves capacity, access, efficiency and reliability by upgrading parts of the regional rail network.

 

As a Program Officer you will be joining a small team acting as the finance point of contact for a number of programs predominately focused on Fixing Country Rail.

 

Some of the key responsibilities of the role include:

 

Coordinate the implementation of program management systems and processes for large projects, including maintaining program establishment, governance and reporting systems and processes.

Provide a range of program management and support services, including preparation of reports and briefs, coordinating resources, maintaining documentation and implementing and monitoring plans, to ensure outcomes are achieved on time, on budget, to quality standards.

Support stakeholder management processes, including preparing workshops, and provide support to stakeholders and engage with, influence and build and maintain relationships with stakeholders at all levels.

Be the lead for project/ program cost attribution with regard to month-end financial close processes, timely invoice processing and raising, accruals and cost transfers, monitoring and reviewing aged accruals, monthly financial performance monitoring/reporting, undertaking variance analysis (actual vs. planned) and advising project/program leads on financial risks and appropriate resolution

Provide financial advice in relation to contract management, including the management of variations, and invoice disputes, including but not limited to the review and maintenance of budget alignment and set up/vary commitment levels to ensure sufficiency to maintain timely supplier payments

Play a key role in the production of risk assessed detailed financial forecasts at disaggregated project cost code level, profiling cost forecasts across the full life cycle of each project/program into planned monthly cash flows, ensuring reporting deadlines are met and full compliance with financial procedures is achieved working in partnership with the Finance Team and other Transport agencies.

 

This is a Temporary Full-Time role until December 2024

About you

 

The role would suit someone from a similar program support or project cost controller background in the construction sector, with demonstrated financial governance and systems experience. You have experience in generating financial and program material, including the ability to critically assess and examine the information, analysing budgets, forecasts and financial reports.

 

You will be joining a collaborative team and need to be an organised and customer focused person who can demonstrate excellent time management and prioritisation skills.  You thrive on building relationships and interacting with a wide range of people both internal and external to TFNSW and enjoy delivering exceptional customer experiences in a constantly changing environment.

 

You have effective communication skills and are able to maintain simple, consistent and transparent information on a large programs of work to enable effective delivery, encourage efficient input and governance. The role requires advanced Excel skills with extensive experience using various spreadsheets and cost control software such as SAP to analyse financial data.

 

The team work out of the Pitt Street office in Sydney CBD and this will be the home site for the role. Transport for NSW offers flexible work arrangements, and you can expect to spend about one to two days in the office a week.

Salary and Benefits

 

The salary for this position is Transport Service Grade 7 – ($106,806 - $118,816) per annum plus superannuation and leave loading.
