The Opportunity

Hinkley Point ‘C’ (HPC) is a vital part of the UK’s future energy strategy. As the first of the UK’s next generation of Nuclear power stations, HPC is both of high profile and high complexity. The project is delivered through an organisation that comprises multi-disciplinary teams. 

We are currently looking to recruit a Principal Independent Security Assessor who will work independently to the Project to assess and monitor management system practices and processes adopted, with a focus on improvement and maintaining a security overview. This role will involve assuring that the Project is protected from both Cyber and Physical security threats.

If you are an experienced specialist with a strong understanding of highly complex / technical projects and of the UK regulatory regime who can communicate at all levels in the organisation and be able to demonstrate high ethical behaviour, integrity and character? As this role requires you to influence senior managers, we would be looking for you to have previous experience in a nuclear or high risk organisation. 

Once in the role you will have significant responsibilities across HPC in delivering Security Assurance for the current and future phases of the Project. The role will require you to occasionally visit HPC construction site (Somerset) and other office locations (in the UK and France) to support assessment activities and the overall work of the wider Assurance function.

The Person

As a Principal Independent Security Assessor, you will be accountable to the Head of Independent Nuclear Assurance (INA) within the Safety and Regulation Directorate:

•    Scope and lead on the provision of Security Assurance, providing assessment and challenge of business and project processes and practices. 
•    Interpret and influence security regulation at National Security level with UK Government (HMG), including at Departmental (BEIS) and agency (CPNI/NCSC) level.
•    Assess the effectiveness of business and security strategy within the wider context of the international / UK security environment, including multinational investment/supply chain issues.
•    Record and report any findings to the Head of INA and S & R Director.
•    Collaborate within wider EDF Group to identify and implement best practice cyber security assurance. In particular, gain and provide assurance of adequate arrangements and cyber security delivery in the supply chain such that HPC has confidence in the cyber security of its equipment (including Operational Technology) in manufacturing, transit, storage and installation.
•    Generate insights to facilitate continuous improvement to help ensure that the project operates to national and international and UK and French experience.
•    Examine the potential for innovation, including the case for cyber insurance.
•    Present an independent view on project processes, practices and governance to external Regulators and internal committees such as the Security Committee and Nuclear Safety Committee.
•    Assimilate and analyse the outputs from various sources (including assessments, audits, organisational learning events, regulatory inspections, etc.)  to provide a high level view of the effectiveness of organisational processes, and adherence to relevant regulations, and escalate any issues as appropriate.
•    Develop relationships and networks to understand the project plans and activities within area of expertise, in order to ensure that Independent Assessment is scheduled into the plans with adequate time.

Knowledge, Skills, Qualifications, Experience

•    Self-starter with strong organisational skills and the ability to lead teams in assessment activities.
•    Excellent presentation and communication skills - able to create confidence through crafting of strong justifications and arguments and tailor messages to suit the audience.
•    Experience in highly complex / technical projects, understanding of the interfaces across the many contributors such projects require.
•    Ability to influence at all levels within a diverse project organisation.
•    Knowledge of Health and Safety and Security legislation.
•    Ability to innovate, think laterally and implement processes.
•    Strong understanding and practical experience of quality arrangements required in UK regulated environment.
•    Degree qualified in an engineering or science or security related discipline or equivalent.
•    Experience of Nuclear Safety, Health & Safety, Environmental or Security assessment and auditing.
•    Knowledge of security standards and procedures, including security risk management frameworks such as ISO 27000 series, IEC 62443 series, Cyber Assessment Framework.
•    Professional security risk management certifications such as CCP, CISSP, CISM, CPP.

Desirable

•    Experience of working within an independent oversight or audit capacity.
