HUD plays an important role in this as a Crown entity monitoring agency by assisting Ministers to manage the Crown's interests in, and relationships with, the Crown Entities they oversee.
Since the inception of HUD in October 2018, significant investment into the housing system has been secured through Government Budget processes, with a large portion allocated to the Crown entities that we monitor. Billions of dollars of new investments have been introduced such as the Large Scale Infrastructure Projects, Infrastructure Acceleration Fund, and substantial growth in the Government's build programme. KÄinga Ora – Homes and Communities in particular, is responsible for significant delivery of this and HUD works closely with them in our role supporting Ministers to oversee the Crown's investments and interests.
This is a unique opportunity to establish and lead a team to provide high quality investment programme oversight, particularly for KÄinga Ora – Homes and Communities. This role requires a focus on value-for-money assessments, and assessment of debt governance and balance sheet sustainability.
In addition, given the complexity of the significant investment programmes our Crown entities are responsible for delivering, systemic challenges within the housing sector and other risks, the requirement for robust advice and insights to Ministers on investments is amplified – this role will provide leadership to achieve this, and ultimately support the Government to achieve its outcomes.

We are looking for an exceptional people leader who has operated in establishment roles where the environment is continuously evolving, busy and challenging. You will need to be adaptable, flexible and resilient.
The role requires a high degree of political awareness, tailoring and positioning advice for key stakeholders in a pragmatic way while navigating differing perspectives from interested parties. This requires the ability to think strategically and utilise the team to unpick complex programmes of work.
Experience in investment analysis is preferred, but not essential as there is an expectation that the team will undertake the detailed analysis, with the Manager role having a strong focus on connecting across a range of stakeholders. This requires the ability develop trust and credibility at a senior level and your stakeholder engagement and relationship management skills are second to none.
