Job Description

About the role | Mō te tÅ«nga

With the right attitude, experience and commitment to both long and short term goals, this role is an opportunity to work across the organisation and public sector, to help address one of the most pressing issues facing New Zealand society today.

HUD plays an important role in this as a Crown entity monitoring agency by assisting Ministers to manage the Crown's interests in, and relationships with, the Crown Entities they oversee.

Since the inception of HUD in October 2018, significant investment into the housing system has been secured through Government Budget processes, with a large portion allocated to the Crown entities that we monitor. Billions of dollars of new investments have been introduced such as the Large Scale Infrastructure Projects, Infrastructure Acceleration Fund, and substantial growth in the Government's build programme. Kāinga Ora – Homes and Communities in particular, is responsible for significant delivery of this and HUD works closely with them in our role supporting Ministers to oversee the Crown's investments and interests.

This is a unique opportunity to establish and lead a team to provide high quality investment programme oversight, particularly for Kāinga Ora – Homes and Communities. This role requires a focus on value-for-money assessments, and assessment of debt governance and balance sheet sustainability.

In addition, given the complexity of the significant investment programmes our Crown entities are responsible for delivering, systemic challenges within the housing sector and other risks, the requirement for robust advice and insights to Ministers on investments is amplified – this role will provide leadership to achieve this, and ultimately support the Government to achieve its outcomes.

The Manager Investment Monitoring role will be responsible for:

  • establishing, managing and leading the investment monitoring function, including capability building, identifying necessary processes and approaches, setting direction and embedding HUD's core values within the team
  • increasing capability in business case analysis in alignment with public sector investment management system guidance, monitoring and reporting of significant investments, and assessment of financial sustainability including balance sheet and debt analysis.
  • taking a broad perspective by working across HUD with your colleagues, with our Crown entities, and with our public sector stakeholders, to ensure the large investments made to improve the housing system are used well and have the intended impact over time
  • developing relationships at senior levels with key stakeholders and agencies (including Kāinga Ora, The Treasury and Ministers offices)

ÅŒ wheako, ō pukenga | About you

This requires the ability develop trust and credibility at a senior level and your stakeholder engagement and relationship management skills are second to none.
