Reporting to the Human Rights and Harassment Office (HRHO) and the Director of Human Rights and Harassment, the Manager, Human Rights and Harassment, will support the Resolution Process for alleged Occurrences of Harassment and Violence (including sexual harassment) in the Workplace.  As part of the regulatory requirements for federal employers under Bill C-65 and the Canada Labour Code, and depending on the circumstances, they will assume the role of either Conciliator or Investigator.  

Key Functions and Accountability  

The Conciliator, subject to mutual consent by the parties, will schedule meetings, facilitate the conciliation process, determine an appropriate course of action and log all information for statistical purposes. 

The Investigator will organize meetings, complete research, conduct interviews, gather evidence, prepare reports and relevant documents within timelines and log all information for statistical purposes. They will analyze fact patterns and make findings, even in the absence of direct evidence, based on the balance of probabilities and make credibility assessments. They will also identify employee misconduct or areas of concern to stakeholders and provide guidance. (Note: Travel within Canada and completing investigations in foreign jurisdictions, outside of Canada, may be required) 

Additionally, this position will require participation in branch-sponsored events that promote a harassment-free environment and encourage awareness of the HRHO and its objectives. 

Qualifications

  • Relevant legal education 
  • Human Resources, labour relations, conflict resolution, and investigation experience an asset
  • Knowledge, training and expertise in issues related to workplace violence/harassment
  • Knowledge of Canadian federal legislation (Part II of the Canada Labour Code)
  • Superior writing and analytical skills with attention to detail are necessary
  • Excellent listening, communication and interpersonal skills
  • Effective interviewing skills using a trauma-informed approach
  • Demonstrated emotional maturity and ability to maintain confidentiality 
  • Proficiency in French and English preferred
  • Ability to multitask and perform in high-pressure and time-sensitive situations 
  • Adept in Microsoft Office (i.e. Word, Excel, PowerPoint, Outlook)
