About the team

 Finance and Investment are the chief stewards of Transport’s finances, empowering our stakeholders to achieve Transport’s outcomes by providing strategic advice supported by finance systems and processes that work. We oversee the governance, development and implementation of financial management strategies, systems and processes across the Transport cluster.

The opportunity

We are seeking a Head of Capital Portfolio Management, to realise the full value of assets and investment spanning the current $73 billion spend over the next 4 years and $110 billion pipeline across the Transport cluster. The role will drive the delivery of capital projects via portfolio optimisation and provide strategic advice, insights and reporting focused on optimised outcomes and capital portfolio reform.

Reporting into the Group Chief Financial Officer, the Head of Capital Portfolio Management, will lead a newly established team in Capital Portfolio Management and oversee the Governance and Decision Support, Portfolio Optimisation and Insights and Reporting functions. The role will work in partnership with the broader Transport executive, to help manage Transport’s large and complex capital program by enabling a portfolio-level approach to capital management and prioritisation.  

What you will be involved in:

The Head of Capital Portfolio Management, will provide leadership, direction and effective management of the new Capital Portfolio Management function to enhance delivery and performance and ensure a financially sustainable, future capital and investment program focused on outcomes. This is a key strategic and highly commercial leadership role, with a strong change management component,  centred around how we think in terms of optimised outcomes.

Specifically the key accountabilities will include:

Advise the CFO and Secretary on all matters relating to the ongoing achievement of a strategic approach to portfolio management of the Transport Investment Plan (TIP) to enable the Transport cluster to deliver its capital project pipeline on time and on budget as well as maximizing opportunities for obtaining new funding from the State and Federal Governments.

Lead and motivate a team of employees – including developing cohesion across the branch – to deliver the Capital Portfolio Management Branch functions.

Oversee the Governance and Decision Support function, to provide consistent processes, rigorous content and timely control mechanisms that allow TfNSW senior leadership to exercise their decision-making and governance responsibilities through the portfolio and sub-portfolio investment committees.

Oversee the Portfolio Optimisation function, to maintain alignment of TfNSW capital programs and projects with long-term strategies, through assessment, prioritisation, risk evaluation, and management of the strategic reserve.  In addition, ensure close alignment with the budget process, Asset and Services Plan and the Outcomes Business Plan.

Oversee the Insights and Reporting function, employing systematic data to perform analysis of portfolio metrics that generates insightful reporting within TfNSW and externally.

Consult and negotiate with a wide range of internal and external stakeholders, as well as effectively manage executive relationships, to balance competing and conflicting priorities and influence decisions related to portfolio management.

 Act as a thought leader, remaining abreast of current and emerging capital portfolio management issues and trends, including domestic and international best practice, innovative approaches and opportunities to support the achievements of the business objectives.

 You are a commercially astute, solutions focused, collaborative leader with gravitas, who is highly skilled at liaising and influencing in an advisory manner at senior executive levels. You will have extensive knowledge and experience in managing significant capital and investment portfolios, with an infrastructure bias.  Moreover you will possess advanced leadership skills, executive level stakeholder management expertise and the proven ability to influence and optimise capital portfolio and investment performance, in a complex, politically, and commercially sensitive environment.
