The Manager – Purchasing & Consignment Programs is responsible for purchasing all material required for aircraft maintenance including aircraft materials, consigned material, raw materials, non-aircraft material such as chemicals and tooling to achieve prescribed service and inventory goals as well as the development of best in-class processes to drive service level improvement.
The Manager – Purchasing & Consignment Programs will also be responsible to manage the supplier base and applicable contracts, budgeting, resource management and development training, administration and process improvement.
Key Functions & Accountabilities:
- Oversee the purchase of $100M+ annually of material required for aircraft maintenance including, aircraft materials, consigned material, raw materials.
- Oversee the purchase of non-aircraft material, chemicals, and tooling.
- Manage consignment programs and accountable to ensure suppliers provide parts on time, manage invoicing and responsible to ensure accurate charges and costs.
- Accountable to ensure material availability when and where needed to support the operation
- Manage supplier and vendor relationships and ensure contract adherence
- Oversee team of management and unionized employees inspiring high performance and team development
- Foster collaborative working relationships with various suppliers globally
- Manage vendor consolidation & consignment material contracts.
- Ensure all purchases are done in compliance with the Corporate Procurement Policy & Delegated Authorities.
- Establish sourcing strategy to optimize cost and quality of purchased materials.
- Ensure that suppliers meet the SLA’s requirements and performance expectations.
- Interface with Strategic Procurement in the preparation/negotiation/execution of contracts with suppliers.
- Liaise with Supply Chain’s Inventory Strategy in the execution of the Servigistics purchasing recommendations and in providing feedback to improve the forecast algorithm.
- Responsible to effectively manage/develop and align resources to achieve ACM objectives.
- Lead cost reduction activities within the group and liaise closely with other managers and stakeholders.
- Review/reconcile/resolve or dispute all invoices related to purchase orders and resolves receiving discrepancies.
- Lead the identification of new business processes and innovation opportunities and Servigistics transition activities.
- Define and document processes, including process maps, maintain control manual to reflect most current processes.
- Provide routine weekly and monthly performance reporting, as well as ad hoc reports required to support the business.
- Provide technical support in his/her field of expertise.
- Attend required operations meeting and provide status of material availability/recovery plans as required.
Approx. no of people managed :
- 2 Direct Managers, and approximately 25 IAM staff
Qualifications
- A minimum of 5-10 years of management experience across Inventory Control, Business Intelligence, Scheduling, Planning, Purchasing and Vendor Management.
- B.A. Degree with relevant (operations, business, or IT) field of study preferred or equivalent
- Inquisitive, detail-oriented with strong quantitative analytical skills and an innovative approach to problem solving
- Strong communicators with the demonstrated ability to lead, motivate and develop personnel to achieve operational objectives within a multi-disciplinary organization.
- Demonstrated strong interpersonal and communication skills, including negotiation.
- Demonstrated experience in cost & benefit tracking, and strong analytical skills.
- Must have in-depth knowledge of mechanical equipment or manufacturing technologies.
- Excellent knowledge of computer software (Microsoft Office 365 Suite,) and MRP / ERP systems.
