The Manager, Environmental Compliance & Risk is accountable for the development and delivery of environmental compliance management processes and programs within the Corporation and its subsidiaries system wide to support environmental regulatory compliance, environmental risk management and due diligence to the Corporation and its Directors.   

In addition, this position is responsible for the identification and mitigation of environmental risks associated with contaminated sites, real estate transactions and contracts to limit corporate liability and future exposure. 

Key Functions:    

  • Responsible for the management, performance, and results of the Manager Environmental Compliance within the Environmental Affairs Department.
  • Responsible for the development and implementation of the Regulatory Review process to ensure policy development and regulatory changes in Canada, the United States and internationally are identified and the impact upon the Corporation and its internal policies and procedures are evaluated and documented.  
    • Responsible for leading the quarterly review process and coordinating amongst Environmental Affairs’ subject matter experts.
    • Identifies, evaluates and tracks regulatory requirements for areas of assigned responsibilities.
    • Responsible for developing position papers on new regulation or proposed changes to existing regulation. Responsible for identifying required actions and resources, including meetings with relevant regulatory authorities to protect Air Canada’s interests, developing and implementing programs, policies and procedures to meet any existing, new or revised regulation. Communicates the changes and/or new regulations to applicable Branch/Subsidiary management.
  • Provide supports to Branches, stations or subsidiaries to understand the implications resulting from regulatory reviews. Assist the Director, Environmental Compliance in determination of the consequential cost and process implications, for ensuring the development of plans and the allocation of appropriate funds to address upcoming regulatory issues.
  • Provides subject matter expertise in influencing the development of environmental policies and regulations related to areas of responsibility. Engages with various governmental authorities (State, Federal, provincial, regional) and Airport Authorities on these issues as applicable.
  • Responsible for developing and maintaining the Project Environmental Review Policy to ensure environmental aspects are assessed and impacts minimized in all projects related to facilities, aircraft and ground support equipment and vehicles, process changes, procurement of products and materials, and services. 
    • Responsible for leading the environmental reviews with support from Environmental Affairs subject matter experts and internal stakeholders to ensure compliance with applicable regulatory requirements and alignment with stated environmental goals of the company.
    • Ensures the review is documented and recommendations shared with the project owners.
    • Responsible for the coordination of the environmental risk assessment of new destination deployment. 
  • Responsible for the identification and mitigation of environmental risks associated with contaminated sites, real estate transactions and contracts to limit corporate liability and future exposure. More specifically;
    • Responsible for the effective management of contaminated sites including site cleanup and the production of site closure report.  Responsible for the development and implementation of ongoing site monitoring program to ensure Corporate due diligence. Responsible for negotiation with government agency having jurisdiction, airport authority or property owner. 
    • Responsible for the characterisation of environmental risks and liabilities, including financial liability associated with the acquisition and divesture of real-estate property including operating Licenses and leased land. Negotiates the extent of the due diligence review with the property or facility owner. 
    • Assist Legal in the review of property and facility leases agreements with airport authorities and tenants of Air Canada and provides recommendations to modify language and clauses to ensure environmental and legal compliance, protection of the Corporation and due diligence. 
    • Assist Legal and Strategic Procurement in the review of Licenses, Agreements, Contracts, with vendors and service providers and provides recommendations to modify language and clauses to ensure environmental and legal compliance, protection of the Corporation and due diligence.
    • Provides expertise in the due diligence review process to mitigate potential risk and liability associated with the activities of the Fuel Consortia and transportation of Jet Fuel.  
    • Responsible for the development of processes and management tools to track and document the identification and mitigation of environmental risk. 
  • Responsible for the management of outside consultants, as applicable to management of programs and projects, including preparation of RFP, selection and approval of reports and tracking costs.
  • Responsible for providing the corporate environmental regulatory compliance audit program as called for in Air Canada’s Environmental Management System. 
    • Responsible for developing and maintaining audit checklists, audit scheduling based on risk and ensuring coordination with the Corporate Quality and Audit team. Provides environmental auditing expertise support to the Corporate Quality and Audit team as required. 
    • Responsible for supporting the design, development, and implementation of corrective action plans for the audited facilities to ensure due diligence. Ensures items requiring capital expenditure are determined and budgeted for by the responsible Branch or subsidiary. 
  • Responsible for the development and delivery of awareness and compliance training corporate wide and provides direction and advice to all Branches or subsidiaries on environmental training requirements and programs. 
  • Responsible for providing hazardous waste disposal services to operating branches in Canada. Oversees contract life cycle, including RFP, negotiation, performing technical and financial evaluation, conducting disposal site audit and associated evaluation, and carrying out contract maintenance tasks relating to vendor performance evaluation and conflict resolution, all to ensure environmental compliance and minimize cost, risk and liability to the Corporation.
  • As per scheduled rotation, provides 24-hour coverage/availability to respond and manage environmental emergency issues on a local basis and provide assistance to the applicable station Emergency Response Team.  Provides expertise in assessing environmental risks and impacts associated with an incident, managing the initial response and the clean up activities.  Responsible for reporting environmental incidents to appropriate governmental agencies and other authorities.
  • Represents the Corporation at meetings with regulatory agencies, with airport authorities, at various industry associations as applicable. Responsible for maintaining close liaison with government agencies including State, Federal, provincial, regional and local on all environmental issues.    
  • Assists the Director, Environmental Compliance in the presentation of quarterly environmental reports to the Corporate Safety and Environmental Board and the Audit Committee of the Board of Directors. 
  • Ensures all policy and program documentation is maintained up to date within requirements of the EMS.
  • Continually maintains a high level of professional proficiency and knowledge of all environmental matters, regulations, technologies and developments. Shares good practices and problems/lessons learned with branches, fuel consortia, and alliance carriers.

Qualifications

  • Education: University degree(s) required – : Bachelor’s degree in engineering or Science and/or Masters Degree in Environmental Management or Science.  
  • Professional accreditation or designation as Compliance Environemental Auditor or EMS Lead auditor (CSA Z773 or ISO 19011) desirable
  • Experience: 7-10 years experience in environmental management, compliance auditing, environmental site assessment and soil remediation, environmental risk mitigation and/or environmental project management.
  • Minimum 5 years experience in environmental compliance management
  • Strong knowledge of Canadian environmental regulations at the federal and/or provincial levels 
  • Knowledge of ISO 140001 standard desirable
  • Strong knowledge in management of environmental assessment and remediation projects.
  • Proficient in use of Microsoft Office Programs (Access, Excel, Word), Sharepoint list and PowerBI.
  • Highly developed facilitation and negotiation skills, including an ability to foster strong relationships with and manage internal and external stakeholders.
  • Ability to influence change across multiple business units, and manage large programs across locations and geographies
  • Proven project management skills involving multiple departments with exceptional problem solving, analytical, organizational and communication skills.
