Responsible for the administrative functions of Crew Resources including pilot and flight attendant payroll development and quality, oversight of scoping, selection, and implementation of new Operations Modernization Payroll System, overseeing the procurement of crew hotel, ground transportation and quality assurance, evaluating budget performance of crew resources functions, developing administrative policies and procedures especially relating to contract administration, and managing the relationship with ACPA and CUPE. 

Key Function & Accountabilities:

  • Develop scoping, select, and implement of new Payroll System to replace legacy IFS system and Work Force for FOPs.
  • Develop and maintain the automation applications related to ongoing Collective Agreement (CA) modifications for CUPE and ACPA to ensure quality payroll results and mitigate manual workarounds.
  • Solely responsible for the approval, or rejection for all pilot and flight attendant payroll issues.
  • Develop and maintain a web-based system to provide crewmember access to work schedules and accrued and projected payroll for quality control purposes.
  • Develop and maintain pilot and flight attendant pay administration policies and procedures including contract interpretations, grievance awards, policies and other guidance for accurate and compliant payroll processing.
  • Manage the quality and timely development, correction, and posting of pilot and flight attendant payroll.
  • Oversee production and reporting of all payroll and budget reports.
  • Develop, with support from Crew Planning and Finance, budgets for formula pay and crew cycle costs for Flight Operations and In-Flight Services budgets – and coordinate forums for reviewing and evaluating budget  performance.
  • Manage, in conjunction with strategic procurement and API, the evaluation and selection of crew accommodations.
  • Accountable for the negotiation and execution of contracts, including their measurable metrics.
  • Develop and maintain the automation applications to support crew hotel procurement, accounting, and quality management.
  • Manage the relationship with strategic procurement, hotel suppliers, and API to assure affordable and quality accommodations for crew members.
  • Cultivate an effective working relationship with CUPE and ACPA hotel and MASC committees.
  • Direct Crew Accommodations team to ensure that hotel quality issues and feedback from crew members are acted on in a timely and efficiently.
  • Develop and maintain crew hotel standards, policies and procedures in collaboration with SP, and as approved by the department head.
  • Assure the timely and accurate reporting on hotel analysis and data trends.
  • Develop and assure accurate hotel accounting procedures.
  • Document administrative policies and procedures and best practices for the improvement and  consistent          administration and operations of Crew Resources.
  • Assist Labor Relations in research and development of grievances, arbitrations, and negotiations for Pilots and Flight Attendants related to their respective collective agreements.
  • Issue and maintain Crew Administration Bulletins/Manual revisions to assure clear and consistent policies and procedures.
  • Co-ownership and management of Crew Resources Manual (Publication 358)

Safety and Regulatory Responsibilities

  • Maintain safety as first topic day to day (production and administration)
  • Assume any responsibilities delegated by the Managing Director, Flight Operations – Crew Resources.
  • In person’s absence, all responsibilities for duties are delegated to another qualified individual
  • Establish and maintain Business Processes and Procedures for the position
  • Follow Risk Assessment Management for change or introduction of equipment, processes and procedures and when conducting all investigations (refer to SMM, Chapter 3.5) if applicable.
  • Follow document retention guidelines (IFS Quality Manual Publication 355 Chapter 2 and/or and Safety Management Manual, Chapter 2)
  • Refer to IFS Quality Manual Publication 355 Chapter 1.3 and/or Safety Management Manual, Chapter 1.3 for SMS

Management Responsibilities

  • Ensure provisions of the Official Languages Act are applied to the daily work environment as required

Qualifications

Minimum Requirements:

  • Four years Crew Resources experience required, or two year’s experience in crew resources and a college degree.
  • Expert knowledge with Word, Excel, PowerPoint.
  • Expert knowledge of Canadian Air Regulations and labor agreements related to Crew Resources.
  • Strong computer knowledge of Crew Systems.
  • Leadership skills in a tactical environment.
  • Able to perform multiple tasks in a stressful environment.
  • Must be available for any shift, any day.

Preferred Requirements:

  • College Degree in Aviation or related areas or equivalent experience.
  • Previous supervisory experience.
  • Previous experience with crew hotels.
  • Previous experience with crew payroll
